About this opportunity
The Department of Justice Justice Management Division is conducting market research to identify commercially available artificial intelligence-enabled legal technology solutions capable of supporting legal research, document review and analysis, drafting, summarization, citation verification, knowledge management, and attorney workflows, with responses due October 2, 2026.
The Government prioritizes existing commercial SaaS solutions available through Government-wide contract vehicles, particularly GSA Multiple Award Schedule (MAS). Respondents must complete a capability matrix identifying applicable Government contract vehicles and GSA MAS contract numbers and SINs.
The evaluation framework requires vendors to demonstrate specific technical and operational capabilities across nine dimensions: GSA/commercial availability; support for federal case law, statutes, and regulations with natural-language research and proper citation; document ingestion and analysis for multiple formats; AI governance controls addressing hallucinations and fabricated citations; security measures protecting confidential attorney work product with logical data segregation; FedRAMP authorization or equivalent compliance; integration with existing legal workflows and Microsoft 365 environments; Section 508 accessibility compliance; and defined commercial licensing models with transparent pricing.
The pilot will involve 20 to 30 named government users from DOJ legal operations and will use only synthetic and publicly available test data, with no real agency data, personally identifiable information, or controlled unclassified information permitted. Success metrics include 70 percent attorney adoption, 80 percent task accuracy rating, processing of 5,000 synthetic documents within 60 minutes, and 65 percent user satisfaction rating. Vendors must deliver FedRAMP authorization status or roadmap, SOC 2 Type II reports, data residency confirmation for US-based infrastructure, and contractual guarantees that evaluation data will not be used for model training.
The RFI is issued for market research purposes only under FAR Part 10 and does not constitute a commitment to award a contract.
