About this opportunity
The Federal Deposit Insurance Corporation is conducting market research via Request for Information on enterprise systems modernization for its Office of the Chief Operating Officer, with responses due by October 26, 2026 at 9:00 a.m. ET. This RFI is not a solicitation and will not result in contract award; vendor responses are not reimbursed.
The FDIC seeks industry input on tools, approaches, and implementation strategies across six functional areas: human resources, facilities management, acquisition lifecycle operations, learning and development, crisis readiness and response, and physical security. The agency specifically requests guidance on incorporating Super Intelligence—machine-based systems that make predictions, recommendations, or decisions based on human-defined objectives—alongside conventional automation, enterprise systems, and human expertise.
Respondents should address redesigned operating models and processes, alternative solution architectures including integrated platforms, modular solutions, or integration-first approaches, recommended sequencing and expedited deployment timelines, consolidated or unified licensing models, rough order of magnitude cost estimates for software, implementation, integration, and sustainment, and industry best practices with associated risks and mitigation strategies.
The FDIC currently operates approximately 5,500 employees across Washington DC, Arlington VA, six regional offices, one area office, and 74 field offices. Legacy systems include the Automated Procurement System built on Appian version 18.2 and the Electronic Facilities Operations System Plus (eFOS+) implemented in 2025 using IBM TRIRIGA and Maximo.
Responses must not exceed 20 pages in PDF format and should be submitted electronically to MWood@FDIC.gov. Submissions should include company information, technical approach details, implementation methodology, and relevant case studies or demonstration availability.
