About this opportunity
The Air Force Lifecycle Management Center (AFLCMC) at Wright Patterson Air Force Base is seeking industry input through a Request for Information (RFI) regarding the development of organic F-15 depot maintenance capabilities, specifically focused on the Electromechanical Linear Actuator - Longitudinal (ELA/LONG) component. The Government seeks solutions for designing, building, and procuring Specialized Test Equipment (STE), Test Program Sets (TPS), and Interface Test Adapters (ITAs) for depot-level hardware testing and repair. Key requirements include negotiating Partnering and Implementation Agreements with Original Equipment Manufacturers (OEMs), providing transition planning from contractor to Government organic support, and delivering comprehensive training to USAF Maintenance Technicians within 30 days of final acceptance. The Government is evaluating responses across four primary areas: efficient organic repair capabilities, resolution of Technical Data and Intellectual Property rights issues, cost/schedule/performance optimization, and efficient contracting approaches. Respondents must submit white papers and supporting documentation by February 27, 2026, with a statement of intent due by February 24, 2026, and may be invited to participate in a future Industry Day event if deemed capable.
This RFI carries no set-aside designation and explicitly states that it does not obligate the Government to issue a formal contract or reimburse response preparation costs. No incumbent contractors or award values are identified in the pre-solicitation notice. Eligible respondents must comply with export control requirements and submit a certified DD Form 2345, with foreign participation prohibited, though foreign nationals may work on unclassified public domain information. Responses must include company information such as incorporation date, employee count, security clearance level, DUNS number, and CAGE code, with small business status determined by NAICS code 334511 using a 1,350-employee threshold. All responses become Government property and will not be returned to submitters. Technical inquiries should be directed to Jeffrey Hubbard at Jeffrey.hubbard.4@us.af.mil, while contracting questions should be sent to Laura Harr at laura.harr@us.af.mil.
