About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base is conducting a Request for Information (RFI) to identify qualified sources capable of providing Depot Activation capabilities for the F-15EX Rudder Servoactuator, a fly-by-wire flight control actuator. The RFI seeks industry input on developing efficient organic maintenance capabilities at Air Logistics Complex facilities, including the design, build, and procurement of Specialized Test Equipment, Test Program Sets, and Interface Test Adapters for depot-level hardware testing and repair. Respondents must submit unclassified White Papers with a Statement of Intent by February 24, 2026 (14 calendar days from the posting date of February 10, 2026), with required submission materials including company information, point of contact details, and supporting documentation. The government evaluation will consider industry recommendations addressing efficient solutions for organic component repair, resolution of technical data and intellectual property rights issues, cost and schedule metrics, and appropriate contracting approaches. Questions regarding technical matters should be directed to Jeffrey Hubbard (Jeffrey.hubbard.4@us.af.mil), while contracting inquiries should be directed to Laura Harr (laura.harr@us.af.mil).
No set-aside designation has been applied to this opportunity, and no incumbent contractors or award values are identified in the RFI documentation. Small business status determination will be based on NAICS code 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing), which carries a 1,350-employee threshold for size classification. Capable respondents may be invited to participate in an upcoming Industry Day event to further discuss their capabilities and approaches. All submissions will become government property and will not be returned; respondents must clearly mark any proprietary information they provide. Export Control compliance requirements (ITAR/EAR) and foreign participation restrictions apply to all responses, and respondents must be prepared to certify compliance via DD Form 2345.
