Contractors must address technical data rights, intellectual property protections, and cost-effective manufacturing approaches, and all responses must comply with Export Control regulations (ITAR/EAR) with a Certified DD Form 2345. The deadline for statements of intent and white paper submissions is February 25, 2026, which represents 14 calendar days from the February 11, 2026 posting date.
