About this opportunity

The Air Force Sustainment Center is conducting market research through a Request for Information to identify potential sources capable of repairing the F-15 Advanced Display Core Processor II (ADCP II), with responses due September 6, 2026. This is not a competitive acquisition; the ADCP II carries a sole-source repair designation (RMC/R5-R), as the Government does not own or have access to repair technical data, and the Government determined it uneconomical to acquire the data or reverse-engineer the component.

The ADCP II is a Line Replaceable Unit (NSN 5825-01-684-8917FX, P/N 52000750-3750) that processes target data, controls and displays aircraft sensory information, and displays on-board weapon capability for F-15 C/E operations. Repair work must satisfy form, fit, function, and interface requirements per T.O. 1F-15E-4-4; commercial items do not meet these unique military specifications. The Government has not provisioned technical data, test equipment, or samples for potential supplier evaluation. Contractors must furnish all material, support equipment, tools, test equipment, and services, including maintenance and calibration of support equipment at their facility or a subcontractor's facility.

The anticipated contract involves a five-year term (basic period plus four one-year options) with projected repair quantities of 60 units annually to support field-level demand through approximately 2045. Boeing is identified as the current known sole-source repair contractor, holding proprietary integration data and system-level manufacturing rights. The RFI is for market research and budgetary forecasting only; no contract award or payment beyond allowable bid and proposal costs is anticipated. Large businesses, small businesses, joint ventures, and teaming arrangements are encouraged to respond.
