About this file

This is a Request for Information (RFI) issued by the U.S. Air Force for depot-level test and repair services of the F-15 Advanced Display Core Processor II (ADCP II), National Stock Number 5825-01-684-8917FX, Part Number 52000750-3750.

The Government seeks to identify potential sources capable of meeting qualification requirements to repair the ADCP II, a Line Replaceable Unit and central computer on the F-15 C/E aircraft that processes target data, controls and displays aircraft sensory information, and displays on-board weapon capability. The requirement involves a five-year contract with a basic period plus four one-year ordering periods, with projected quantities of 60 units per year to support field-level demand through approximately 2045. Services must include obsolete parts resolution, engineering support for Deficiency Reports and Material Improvement Projects, configuration management, inventory tracking, and addressing fit, form, and function issues. The ADCP II was developed by Honeywell and integrated by Boeing, with Boeing currently identified as the known sole source repair contractor holding proprietary integration data and system-level manufacturing rights. Contractors must furnish all materials, support equipment, tools, test equipment, and services, while maintaining and calibrating all required support equipment. The Government does not own technical data or possess samples for evaluation, and commercial items cannot satisfy the unique military requirements. Responses to the Contractor Capability Survey must be submitted by close of business September 5, 2026, to Madison Norris (madison.norris@us.af.mil) and Joseph Jones (joseph.jones.81@us.af.mil). This RFI is issued for market research, informational planning, and budgetary forecasting; no contract award or payment is anticipated beyond allowable bid and proposal costs per FAR 31.205-18. Both large and small businesses, joint ventures, and teaming arrangements are encouraged to participate.
