About this opportunity

The Missile Defense Agency (MDA) Space Capabilities office has issued a Request for Information (RFI) seeking market intelligence on Event-Based Sensing (EBS) technologies and applications for next-generation missile defense systems. The agency is soliciting information from industry partners, FFRDCs, UARCs, national and federal laboratories, academia, small businesses, and nontraditional defense contractors regarding their capabilities to provide ground, airborne, and space-based EBS solutions including processing, computing, and related technologies. Respondents must address organizational information including name, CAGE code, clearance levels, and points of contact, as well as organizational type with emphasis on small business and nontraditional contractor capabilities. Technical responses should address nine specific capability areas: ballistic missile tracking and discrimination; endo-atmospheric and exo-atmospheric seeker guidance; kinetic and non-kinetic intercept assessment; integrated air and missile defense applications; processing and computing hardware including neuromorphic systems; algorithms and software development with AI and machine learning; data architecture; and other missile defense support applications. Responses are due by March 13, 2026, with unclassified submissions submitted via DoD SAFE to mda.ebs@mail.mil and classified submissions directed to mda.ebs@mda.smil.mil or physically shipped to MDA/DCS at Schriever Space Force Base.

This RFI carries no set-aside designation and does not constitute a commitment to contract or issue a future solicitation. No incumbent contractors are identified in this pre-solicitation notice, and no award value or budget range is disclosed at this stage. Response submissions are strictly limited to two pages for organizational information and acquisition recommendations combined, with a maximum of five pages per technical area for a total submission ceiling of 55 pages. The RFI is classified under NAICS 541715 (Research and Development in the Physical, Engineering, and Life Sciences) and PSC AC13 (National Defense R&D Services), indicating the government's primary interest in research and development capabilities rather than production or implementation contracts. No specific timeline for future solicitations or contract awards is provided in this request for information.
