About this opportunity
The Department of the Army Corps of Engineers Engineering District Omaha has issued a Request for Information (RFI) seeking industry input on Enhanced Use Lease (EUL) opportunities for mineral processing facilities on non-excess Army land. This Special Notice, issued on December 19, 2025, represents the initial phase of a leasing process designed to leverage Department of the Army installations to support economic development and enhance mission readiness in accordance with presidential directives. The RFI aims to gather critical market research that will inform the development of a future Request for Proposals (RFP) to attract qualified developers. The Army will receive fair market value consideration for any lease interests established under Title 10, U.S.C. Section 2667. This solicitation is restricted to the NAICS category of Information (51) and falls under the PSC category for Installation of Equipment related to ores, minerals, and their primary products (N096).
The primary objective of this RFI is to solicit industry perspectives on the feasibility of developing and operating mineral processing facilities on Army installations, as well as to gather information regarding preferred site characteristics, solicitation options, and lease structures. Interested parties must submit responses by January 12, 2026 at 5:00 P.M. EST, with questions accepted until January 6, 2026, using a designated Smartsheet government application. There are no specific eligibility restrictions stated, though respondents should be prepared to address technical feasibility, site requirements including size and infrastructure needs, transportation access, environmental considerations, and developer experience. It is important to note that this RFI is a market research tool only and does not guarantee future solicitation, obligate the government to offer property, or commit the Army to purchasing any services. Responses will be treated as potential public documents subject to Freedom of Information Act requests.
Notice text
This Request for Information (RFI) is the first phase of a leasing process to leverage non-excess Department of the Army (DA) land to accelerate economic development in the United States and to enhance mission readiness in connection with presidential directives and policy directing agencies to leverage federal assets to support the use of land for mineral processing facilities.
This RFI solicits input from industry to inform development of a Request for Proposals (RFP) that will attract strong responses from potential developers. The goal is to identify ideal candidate parcels for parties seeking to enter into long-term leases for mineral processing facilities at DA installations under Title 10, United States Code U.S.C. § 2667.
In return for the use of the land, DA is required by law to receive consideration in an amount that is not less than the fair market value of the lease interest (Title 10, U.S.C.
§ 2667 (b)(4)).
Specifically, this RFI seeks to better inform DA on:
• Feasibility of industry to develop and operate a mineral processing facility on DA land.
• Industry perspectives on the sites or characteristics of suitable sites for mineral processing facility use.
• Industry preference in solicitation and lease options.
