About this opportunity

The National Science Foundation seeks industry input regarding a prospective Blanket Purchase Agreement for environmental services. Under the BPA, the contractor shall provide ongoing technical support for NSF's environmental compliance obligations under statutes such as NEPA, NHPA, ESA, CZMA, MMPA, CWA, and EO 12114. Services include preparing documentation, analyses, studies, correspondence, and public meeting assistance to determine impacts and mitigation for proposals involving activities at multiple sites. Interested parties should submit capability statements and responses by February 29th, 2024.

There is no set-aside designated for this procurement. Prospective NAICS codes include 541330 for Engineering Services. The contractor must have qualified resources and equipment to immediately perform functions including NEPA documentation at various levels, surveys, permitting, plans, assessments, analyses, consultation, training, and response to incidents. Status reports on active task orders will be due quarterly. No incumbent or budget range was provided, but the BPA would be used for environmental support on an ongoing, as-needed basis.

Notice text

This is a Request for Information regarding a prospective requirement and draft Statement of Work.

Most of NSF’s funding actions have no significant environmental impacts and are categorically excluded from review requirements under the National Environmental Policy Act (NEPA). A small percentage of proposals may, however, have significant environmental impacts or be implicated by other environmental authorities such as the National Historic Preservation Act (NHPA), Endangered Species Act (ESA), Coastal Zone Management Act (CZMA), Marine Mammal Protection Act (MMPA), Clean Water Act (CWA), Magnuson-Stevens Fishery Conservation and Management (Essential Fish Habitat), Executive Order 12114, and other statutory, regulatory, permitting, and licensing requirements. In order to determine whether a proposal could result in significant impacts, an environmental analysis may be conducted.
