About this opportunity

The Department of Defense Education Activity (DoDEA) is conducting market research through this Request for Information (RFI) to gather industry feedback on innovative and efficient approaches to delivering comprehensive student transportation services to the military community in Europe. The procurement seeks full student transportation services including personnel (drivers, safety aides, attendants, supervisors), vehicles, equipment, supplies, and all related services necessary to conduct daily commute, curricular, and co-curricular trips. Prospective contractors must demonstrate capability to manage multi-bell scheduling systems with staggered start and end times, address driver and safety personnel staffing challenges, and implement advanced routing technologies and fleet management solutions that comply with DoDEA and Host Nation requirements. Vendors are required to submit responses addressing six primary evaluation areas: multi-bell system management capabilities and cost comparisons, personnel shortage impact and recruitment strategies, driver demographics, efficiency and cost reduction potential from vendor-designed routing, available fleet technologies, and associated costs. The deadline for submitting RFI responses is 10:00 a.m. Eastern Standard Time on February 27, 2026, with submissions directed to Esther.Yi@dodea.edu and Sidnie.Miranda@dodea.edu.

This RFI involves no set-aside designation, and no current incumbent contractor is identified in the available documentation. The anticipated contract period of performance begins August 1, 2027, and the acquisition is classified under NAICS code 485410 (School and Employee Bus Transportation) with a $30.0 million size standard threshold. Respondents must submit three components: complete responses to the RFI questions, a capability statement not exceeding three pages, and a non-binding Rough Order of Magnitude cost estimate comparing two-bell versus single-bell transportation configurations using provided sample route data. Access to the sample route list and bus stop information requires submission of a completed Non-Disclosure Agreement as Enclosure 3. The Government has explicitly stated this RFI is for market research purposes only and does not constitute a binding solicitation or obligate the Government to any current or future commitments, and respondents will not be reimbursed for submission costs.
