About this file
This file is an enclosure containing detailed Request for Information (RFI) questions for Europe Student Transportation Services. The RFI is issued by the Department of Defense Education Activity (DoDEA) as market research under FAR Part 10 to gather industry feedback on innovative and efficient approaches to student transportation services for the military community in Europe, with an anticipated service start date of August 1, 2027. The NAICS code is 485410 (School and Employee Bus Transportation) with a size standard of $30.0M, and the PSC is V222 (Transportation/Travel/Relocation/Lodging/Recruitment: Passenger Motor Charter).
The questions focus on six primary areas: (1) vendor capability to manage multi-bell systems with 1-1.5 hour staggered start and end times, including cost comparisons between single-bell and multi-bell configurations; (2) impact of driver and safety attendant/aide shortages on service delivery, recruitment strategies, and personnel access issues at military installations; (3) average and median driver age demographics; (4) potential efficiency gains and cost reductions from vendor-designed routing capabilities; and (5) available fleet technologies that could augment DoDEA's transportation program, including any associated costs. The RFI specifically defines curricular trips as school-hour activities (field trips, practicums) and co-curricular trips as non-school-hour activities (athletics, student activities). Vendors may request access to a Sample Route List after submitting a completed Non-Disclosure Agreement to respond fully to the questions.

Enclosure 1: Request for Information: Europe Student Transportation Services (Daily Commute, Curricular, and Co-Curricular Trips) Questions:
*Single vs. multi-bell description.
1. How would your company propose managing a multi-bell (1-1.5 hour staggered time start and end) scenario? What positives and negatives do you expect?
2. *If DoDEA Europe were to implement a 2-bell or multi-bell system with a 1-1.5 hour staggered start time, would your company be able to:
a. Support our student transportation requirements including curricular and co-curricular trips? If not, please explain why.
b. Is there a cost difference compared to a single bell system? If there is no cost difference, please provide a statement explaining why there would be no cost difference between a 2-bell vs. a single bell system.
i. What is the estimated cost for the 2-bell and the estimated cost for a single bell system?
*Note: The vendors may request Enclosure 4: Sample Route List/Bus Stop after submitting a completed Enclosure 3: NDA in order to respond to question #2.
3. Has a shortage of drivers and/or safety attendants/aides impacted your ability to offer or perform DoDEA student transportation services?
a. If so, how have you recruited and been able to keep drivers and safety attendants/aides to support DoDEA schools?
b. If you have recruited drivers or safety attendants/aides from countries outside of your host country, have any of your potential drivers or safety attendants/aides been denied installation access?
i. If so, how many drivers have been denied installation access?
c. Would a 2-bell system alleviate personnel shortages in the future?
d. What other options would you recommend helping with personnel shortages in providing transportation services to DoDEA?
4. What is the average and median age of your drivers that support DoDEA’s student transportation program?
5. If given the capability to design routes to support DoDEA’s student transportation program, do you believe this would increase efficiencies and decrease costs?
6. What technologies do you have in your current fleet that could augment DoDEA’s student transportation program?
a. Would there be an added cost to DoDEA if any of these technologies were made available to DoDEA student transportation? If so, what would be the cost specific to each technology?
Definitions:
Curricular Trips: Any trip performed during duration of school hours (e.g., field trips and career practicum runs) Co-curricular trips: Any trip performed during non-school hours (e.g., late activity buses, athletics and student activities transportation)
