About this opportunity
The Government Publishing Office (GPO) is seeking an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for detection and redaction services focused on personally identifiable information (PII) within digital repositories and federal publications. The primary objective is to proactively identify and redact high-impact PII such as Social Security numbers, passport numbers, driver's license numbers, and financial account information across multiple file formats including PDFs and raster images. The contractor must maintain robust capabilities including secure file transfer services, compliance with ISO/IEC 27038, and two domestic data centers to support the work. The pre-solicitation notice indicates a full and open competitive solicitation will be released based on industry feedback, with responses currently due by January 9, 2025. Key technical requirements include comprehensive PII detection, customizable rule-based redaction, 100% quality control, and multilingual redaction capabilities that preserve original document features.
The contract will be structured with six Contract Line Item Numbers (CLINs), including four base and two optional line items, with a planned five-year contract duration. The contractor must demonstrate capability to process up to 10 terabytes of data per quarter, not exceeding 50 terabytes annually, and complete processing within 30 days of notification. No specific set-aside designations are currently indicated, and the procurement is classified under the Software Publishers NAICS category (513210). While specific award values are not explicitly stated, the contract will require precise pricing per file and per gigabyte processed for discovery, data transfer, redaction, and document delivery services. The solicitation emphasizes remote work capabilities, with no travel costs permitted, and requires maintenance of original document structures and conformance with Bag-It specifications for all deliverables.
