About this opportunity

The Department of Homeland Security Science and Technology Directorate is preparing to procure five-year Basic Ordering Agreements with Centers of Excellence research lead universities through sole-source awards, with response to this Request for Information due August 14, 2026. The RFI is market research soliciting input on BOA structure, administration, and capability fit across five COE thrust areas: the Center of Excellence for Emerging and Zoonotic Animal Diseases (Kansas State University), Awareness and Localization of Explosives-Related Threats (Northeastern University), Borders, Trade, and Immigration Institute (University of Houston), Critical Infrastructure Resilience Institute (University of Illinois), and Coastal Resilience Center (University of North Carolina–Chapel Hill).

All work must be performed within the United States or its territories, with travel limited to the Contiguous United States. The BOAs will accommodate both unclassified and classified work. DHS S&T will issue and administer the BOAs; Component contracting offices will issue and administer individual task orders predominantly as firm fixed price arrangements. Task orders are estimated to range from $250,000 to $9 million per order, with annual spending projected at $1 million to $3 million depending on awarded task orders, though individual projects have historically ranged from $25,000 to $15 million. No funds are obligated directly against the BOAs; funding flows solely through task orders.

Respondents must address eleven mandatory questions covering BOA administration capacity, willingness to accept task orders, ability to handle Controlled Unclassified Information and classified work, technology advancement practices, and intellectual property and publication constraints. Responses are limited to six pages and must include Unique Entity ID and SAM registration status. Foreign national participation in activities exceeding 30 days requires submission of DHS Form 11055 at least 30 days prior to engagement.

Notice text

DHS S&T seeks comments on the use of a BOA to accommodate DHS requirements for COE research, analysis, and technical services, unclassified and classified, as well as DHS-specific science and engineering education and training. DHS S&T proposes to award a BOA to the current and future COE research lead university, to be renewed once after five years, and again at the end of its period of performance, renewals being subject to suitable COE progress in research, development, test, evaluation, education and training. OUP will determine the need for a BOA for the COE research lead by matching university capabilities with DHS’s requirements and needs (S&T will address high priority requirements first). The following thrust areas will be covered under Phase XI of the COE BOAs:

  1. Center of Excellence for Emerging and Zoonotic Animal Diseases (CEEZAD)
  2. Awareness and Localization of Explosives-Related Threats (ALERT)
  3. Borders, Trade, and Immigration Institute (BTI)
  4. Critical Infrastructure Resilience Institute (CIRI)
  5. Coastal Resilience Center (CRC)
