About this opportunity
The Department of Energy Office of Science, operating Argonne National Laboratory through UChicago Argonne LLC, is issuing a Request for Information to evaluate industry capacity for outsourcing construction and facilities engineering records management and AutoCAD support services, with responses due by July 3, 2026.
ANL's Infrastructure Document Control Center currently manages construction, capital, maintenance, renovation, and facilities engineering records across the full project lifecycle but lacks dedicated CAD design and engineering staff on-site. The IDCC requires support for drawing updates, as-built production, and redline incorporation, with workload increasing as project closeouts accelerate. ANL intends to solicit both administrative records management and AutoCAD drawing support from an external provider.
The administrative records management scope includes project intake and identification, project closeout coordination, records repository management, records governance and compliance, reporting and metrics, and development of standard operating procedures. The CAD services scope covers redline receipt and incorporation, as-built drawing production, validation of CAD deliverables against ANL standards, and delivery of native CAD and PDF formats. Responses must address technical capability in each service category, rough mobilization and service-initiation timelines, and budgetary estimates provided on an annual basis with documented assumptions.
ANL anticipates issuing a Request for Proposal by September 30, 2026, with award package issuance three months after proposal receipt. The RFI is non-binding and intended to inform solicitation development and assess qualified provider availability. Responses should be submitted to Maggie Casali and reference RFI No. 6-B174-I-05468-00. Proprietary information must be marked on each page; unmarked data will be treated as government property.
Notice text
Argonne National Laboratory (ANL) operates an Infrastructure Document Control Center (IDCC) that is responsible for managing construction and facilities engineering records across the full project lifecycle. The IDCC currently supports a wide range of infrastructure, capital, maintenance, renovation, and facilities engineering projects on the ANL campus.
ANL currently does not have a dedicated CAD designer or engineer on staff within the IDCC to support drawing updates, as-built production, and redline incorporation. As the volume of project closeouts and drawing update requests continues, ANL is exploring the potential to outsource both the administrative records management function and the AutoCAD drawing update and maintenance function to a qualified external provider.
This RFI is issued to gather information from industry to help ANL evaluate the availability of qualified service providers, understand current industry capabilities and best practices, and inform the development of a future solicitation.
