About this opportunity

The Department of the Air Force Air Education and Training Command is seeking commercial internet, Wi-Fi service, and SIM cards for Air Force Official Postal Centers and Postal Service Centers located within the Joint Base San Antonio (JBSA) community. The procurement is structured as an annual service contract with a base year and four optional renewal years, designed to support the Automated Military Postal Systems (AMPS) and Automated Mobile Devices (AMD) scanners. The services will be installed at five separate locations across JBSA, including sites at Randolph, Fort Sam Houston, and Lackland, with technical requirements specifying 100Mbps circuits, wireless access points meeting 802.11ac standards, and comprehensive network infrastructure. Interested contractors must submit responses by February 14, 2025, at 3:00 PM CST, providing details about their small business status, socio-economic designations, UEI number, SAM.gov registration, and pricing structure. Respondents will need to demonstrate compliance with DoD security requirements, including NIST SP 800-171 standards for handling Controlled Unclassified Information (CUI).

The procurement is not set aside for any specific small business category and will be competed under the Wireless Telecommunications Carriers (NAICS 517112) classification. The contract requires 24/7/365 network monitoring with 4-hour service degradation notifications, help desk support during normal business hours, and repair completions within one work day. Installation is scheduled to be fully operational by July 1, 2025, with work permitted between 7:30 AM and 3:00 PM Monday through Friday, excluding federal holidays. While specific budget ranges are not explicitly detailed, the comprehensive technical requirements suggest a robust and potentially significant investment in telecommunications infrastructure. Contractors will be responsible for conducting heat mapping, providing as-built drawings, and maintaining all associated network equipment and trailers as part of the service delivery. The government emphasizes that this Request for Information is strictly for market research and technical planning purposes, with no guarantee of future contract award.
