About this opportunity
The Library of Congress is conducting market research on a cloud-native Digital Rights Management solution with an RFI response deadline of May 20, 2026 at 11:00 a.m. EST. This is a pre-solicitation information-gathering phase; no set-aside applies.
The Library requires an API-driven DRM solution to integrate with its existing custom-built workflow and case management system to encrypt and protect a large-scale digital asset repository. The technical environment includes cloud-native infrastructure hosted in AWS and Azure, custom applications using Java, Python, and Angular, and authentication via MS Entra for internal users and login.gov for external users. The Library manages approximately 2 million files (25 terabytes) yearly with 5,000+ external concurrent users and 300+ internal concurrent users across multiple file formats including audio, video, office documents, and text files.
Vendors must provide detailed technical responses addressing company FedRAMP status and U.S. government experience, solution architecture (SaaS/PaaS/containerized deployment options), API capabilities including streaming encryption and revocation methods, authentication and identity management via OIDC/SAML 2.0 federation, security and key management including FIPS 140-2/3 validation and BYOK support, performance and reliability metrics, and auditing and reporting capabilities. FedRAMP certification is not mandatory; vendors without existing Authorization to Operate must work with the Library to complete the ATO process. Responses must be submitted in PDF format limited to 25 pages in VPAT format by May 20, 2026 at 11:00 a.m. EST. Contact Veronica Price (Contracting Officer) at vprice@loc.gov or Stefanie Fitte (Contract Specialist) at sfitte@loc.gov.
