About this opportunity
The Defense Counterintelligence and Security Agency (DCSA) issued this Request for Information (RFI) to identify potential contractors capable of providing Case Processing Operations Center (CPOC) 2.0 services for Federal Background Investigations. The services encompass telephone and switchboard operations, case processing including application ingestion and post-closing activities, continuous vetting services, program management, and support for transition to future IT systems. Key contract requirements include managing an estimated 900+ full-time equivalents across multiple locations, processing millions of cases and items annually, maintaining timeliness and quality standards in accordance with Federal Investigative Standards, and complying with DoD cybersecurity policies including Cybersecurity Maturity Model Certification (CMMC) requirements. Performance will be evaluated based on a capability statement addressing corporate experience with similarly scaled contracts, technical approach to case processing and continuous vetting functions, program management and staffing strategies for workforce fluctuations, and experience with IT system transitions. The RFI response deadline is March 2, 2026 at 4:00 p.m. Eastern Time, with responses to be submitted as unlocked PDF files to the designated government contacts.
This opportunity is designated as a Total Small Business set-aside with the NAICS category 561611 (Investigation and Personal Background Check Services). The contract includes a 90-day phase-in period with Task Orders containing up to 12-month base periods plus four optional 12-month extension periods. Performance will be measured bi-annually with incentives up to 2.0 percent of validated invoices for Exceptional ratings and disincentives of 3.0 to 5.0 percent for Marginal to Unsatisfactory ratings. Work locations are established in Boyers, Pennsylvania and St. Louis, Missouri, with normal operating hours between 5:30 a.m. and 6:00 p.m. Eastern Time, Monday through Saturday.
