About this opportunity
The Federal Bureau of Investigation's Criminal Justice Information Services (CJIS) Division has issued a Request for Information (RFI No. 2) concerning biometric matching algorithms. This Special Notice, posted on November 21, 2025, represents the FBI's continued market research efforts in the biometric technology sector. The agency is seeking industry participation to evaluate current capabilities and technological advancements in biometric identification systems. This is a follow-up to a previous RFI on the same subject matter, indicating the FBI's ongoing commitment to assessing available solutions in this critical area.
The primary objective of this RFI is to conduct market research on biometric matching algorithms across three distinct modalities: fingerprint (including both tenprint and latent fingerprint), face recognition, and iris recognition, with additional focus on image-based tattoo matching algorithms. The FBI is inviting vendors to submit their algorithms to NIST's biometric vendor testing platforms, with results intended to inform strategic business decisions related to the NGI (Next Generation Identification) System. Interested contractors must submit an informal four-page response to Teala Watkins at tmwatkins@fbi.gov by the December 31, 2025 deadline, including company name, point of contact information, CAGE Code, DUNS number, Unique ID, details on which algorithms will be submitted to NIST, and any prior NIST testing results. There are no specific eligibility restrictions noted, making this opportunity available to qualified industry vendors with relevant biometric algorithm capabilities. The FBI has indicated its intention to release subsequent RFIs to further refine market analysis and potentially gather additional information on benchmarks, accuracy metrics, performance specifications, compatibility requirements, and pricing.
Notice text
The FBI is conducting market research on biometric matching algorithms for: (1) tenprint, (2) latent fingerprint, (3) face, and (4) iris. These algorithms support three distinct modalities: fingerprint, face, and iris. The FBI is inviting industry to submit their algorithms, for these three distinct modalities, to the corresponding NIST biometric vendor testing platforms. The results will inform strategic business decisions made by the FBI as it relates to the NGI System. Additionally, the FBI is also conducting market research on image-based tattoo matching algorithms.
