About this opportunity

The EPA National Vehicle and Fuel Emissions Laboratory is conducting a sources-sought market research initiative for a benchtop NMR instrument capable of measuring hydrogen content in petroleum products per ASTM D7171, with responses due by August 14, 2026.

The instrument must support probes for phosphorus, carbon, hydrogen, fluorine, lithium, tin, boron, xenon, sodium, vanadium, aluminum, bromine, silicon, selenium, and nitrogen, operate across a 25–60 degrees Celsius temperature range, and require no cryogen. The EPA seeks authorized American products meeting or exceeding these specifications and requests that respondents identify country of origin. All vendors—large or small, domestically or foreign-manufactured—are encouraged to respond with technical specifications and materials; pricing is not required.

Responses may be submitted via the GSA posting, SAM/Fedconnect, or email, with only one response per vendor needed. This RFI is for market research only; the EPA makes no commitment that a solicitation or award will result. Responses are not offers and will not form a binding contract. The Government reserves the right to determine next steps and will not provide feedback on submissions or reimburse response costs. Potential contractors must monitor the Federal Register, GSA Ebuy, and SAM.gov for any subsequent solicitation.
