Phase 1 requires a 1/16-scale resin aircraft, described as approximately 12 feet in wingspan and 10 feet in length, with authentic markings and an integral mounting post, delivered by May 7, 2027, to support an interim dedication. Other components include a solid polished granite octagonal pedestal with vertical core hole and base stone (approximately 6,000 pounds combined), a granite or masonry sighting wall (approximately 4,000 pounds), eight cast bronze crew biography plaques with metal prints, and two bronze dedication and mission narrative plaques for the sighting wall. The Government will provide information needed for these activities. The contractor's scope includes foundation design beneath the pedestal and sighting wall, while physical earthwork is completed by others.
