About this opportunity
Army Contracting Command Aberdeen Proving Ground is issuing a Request for Information (RFI) to support the U.S. Army Research Institute for the Behavioral and Social Sciences (ARI), with responses due July 31, 2026 at 4:00 PM EST. This is a market research solicitation only and does not constitute a commitment to contract; no set-aside applies. The anticipated scope covers research, analysis, development, experimentation, and implementation in Army personnel testing, training, and leader development, including design and evaluation of methods, tools, models, systems, and prototypes supporting Army missions.
The RFI identifies three primary task areas: program management (status reporting, senior management reviews, project plans, quality control and staffing plans); applied research, development, and experimentation support (qualitative and quantitative research design, data collection, policy analysis, innovative systems for Soldier performance and leader development); and data discovery, collection, analysis, management, and reporting (data integration, survey research, data science, predictive modeling, results presentation).
Contractors must demonstrate expertise in behavioral and social sciences, advanced analytics, Army operations, and emerging technologies, with capability to manage multiple concurrent task orders under varying contract types and respond to short-notice, time-sensitive requirements. Work must comply with Department of War and Army policies, handle Controlled Unclassified Information, and meet cybersecurity standards. Institutional Review Board requirements and applicable federal and Army human subjects protection policies apply to human subjects research activities.
Capability statements not exceeding ten pages should include company CAGE code and point of contact, submitted via email to Sydney Edmonds (sydney.m.edmonds.civ@army.mil) and Megan Deluca (megan.a.deluca.civ@army.mil). NAICS 541720, PSC AJ12, with a $28 million size standard.
