About this opportunity
Naval Information Warfare Systems Command (NIWC Pacific) is conducting market research and seeking feedback on a draft Performance Work Statement for DICE Laboratory Sustainment and Engineering Support, with responses due 28 October 2026 by 10:00 AM PST. This opportunity is exclusively available to SeaPort-NxG contract holders and anticipates a follow-on task order under a Basic MAC or SeaPort-NxG vehicle.
NIWC Pacific is evaluating a transition from 100% Cost-Plus-Fixed-Fee (CPFF) to a hybrid Firm-Fixed-Price (FFP) and CPFF structure. The effort encompasses core laboratory operations on a monthly FFP basis—including facility management, cable plant and server administration, physical plant maintenance, and cybersecurity compliance—plus Technical & Test Event Surge Support on a CPFF/Level of Effort basis for emergency fleet support and off-hours testing authorized by Technical Direction Letter.
Performance occurs across three laboratory facilities (Labs 160, 314, and 339) at NIWC Pacific in San Diego, California (ZIP 92152). The contractor must field personnel holding TS/SCI clearances, with designated staff requiring Level II COMSEC credentials and DoD 8140.01 / DoDD 8570.01-M Cyberspace Workforce IAT Level II certifications. Technical responsibilities include systems engineering, cybersecurity, hardware-in-the-loop integration, and testbed staging for C4ISR systems including CANES, ADNS, GCCS-M, AEGIS, MQ-25, NTCSS, and Link-16. The anticipated period of performance is five years. Contractors should submit feedback via email to Contract Specialist Ashleigh Becker (ashleigh.n.becker.civ@us.navy.mil) and Contracting Officer Dan Nardi (dan.a.nardi.civ@us.navy.mil).
