This is a Draft Performance Work Statement (PWS) for a Navy task order supporting the Development, Integration, and Certification Environment (DICE) Laboratory at Naval Information Warfare Center (NIWC) Pacific in San Diego, California. The effort is structured as a severable, hybrid Firm-Fixed-Price (FFP) and Cost-Plus-Fixed-Fee (CPFF) / Level of Effort (LOE) task order to be awarded under a Basic MAC or SeaPort-NxG contract, with performance occurring across three primary laboratory facilities (Labs 160, 314, and 339).

The core service requirements encompass two operational tiers: (1) Core Laboratory Operations & Sustainment on a monthly FFP basis, including facility open/close procedures, physical plant maintenance, cable plant management (CAT-6 copper and fiber optics), server racking, power distribution and UPS monitoring, routine IT systems administration, cybersecurity compliance (including twice-weekly ACAS/Nessus vulnerability scanning and CeDAR monitoring), workstation imaging, STIG implementation, and configuration management; and (2) Technical & Test Event Surge Support on a CPFF/LOE basis for emergency fleet support, multi-deck test configurations, and weekend/off-hours testing, authorized only by written Technical Direction Letter. The contractor must provide personnel holding TOP SECRET/Sensitive Compartmented Information (TS/SCI) clearances, with designated personnel requiring Level II COMSEC credentials and DoD 8140.01 / DoDD 8570.01-M Cyberspace Workforce IAT Level II certifications. Additional responsibilities include testbed staging and validation for C4ISR systems (CANES, ADNS, GCCS-M, AEGIS, MQ-25, NTCSS, Link-16), participation in Test Plan Working Groups, live test operational support, Data Transfer Agent operations, and monthly status reporting. Performance will be evaluated against Acceptable Quality Levels (AQLs) including 100% adherence to facility opening/closing schedules (NLT 0630 opening, NLT 1700 closing Monday-Friday), 100% execution of twice-weekly vulnerability scans, zero unapproved overdue critical/high IAVAs, 95%+ timely completion of assigned work orders, and 95%+ on-time test event commencement. The accompanying RFI, issued as a pre-solicitation exclusively to SeaPort-NxG contractors, seeks market research feedback on this hybrid FFP/CPFF acquisition strategy and requires responses by 28 October 2026 at 10:00 AM PST to the Contract Specialist and Contracting Officer identified in the opportunity.
