About this opportunity
The Department of Homeland Security (DHS) Office of Procurement Operations has issued a Request for Information (RFI) seeking industry input for developing a specialized data repository to store and share scientific digital data from DHS-funded peer-reviewed publications. Specifically, the RFI targets a customized DHS Storefront that will allow for the storage, management, and public dissemination of research outputs. The repository will be designed to provide programmatic access through an open-source application programming interface (API), enabling DHS users and publishers to deposit and ultimately make datasets publicly available. The contractor selected will need to utilize their existing data publishing platform and storage capabilities, with an explicit requirement to avoid handling classified, sensitive, or personally identifiable information. The effort is being led by the DHS Science and Technology (S&T) Directorate's Office of Enterprise Services (OES) Knowledge Management Office (KMO).
The primary objective of this RFI is to identify a contractor capable of maintaining, curating, and building a robust data repository that supports comprehensive research data management. Contractors must submit responses no longer than 10 pages by January 21, 2025, at 3:00 PM EST, addressing their corporate expertise, capabilities, and responding to specific government questions. The repository must support large file sizes up to 5TB, provide data visualization capabilities, assign metadata and digital object identifiers, and ensure compliance with FAIR principles. Eligible contractors will need existing data publishing infrastructure and the ability to provide help desk support, implementation services, and ongoing maintenance. The period of performance is one year with a potential one-year option, with all work to be conducted at the contractor's site. Key requirements include ensuring Section 508 compliance, following specific security protocols, and demonstrating capabilities in long-term data sustainability, authentication, provenance tracking, and quality assurance.
Notice text
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI supports the Department’s efforts to procure a data repository with a customized Department of Homeland Security (DHS) storefront to allow DHS to post releasable scientific digital data from peer-reviewed publications resulting from DHS-funded research. (See Attached Draft Statement of Work (SOW)).
The scope of this effort will be to maintain, curate, and build a data repository with a customized DHS Storefront to allow DHS to post releasable scientific digital data from peer-reviewed publications resulting from DHS-funded research. The contractor shall not handle, or compile classified or sensitive data nor personally identifiable information (PII). The contractor shall utilize their existing data publishing platform and storage capabilities (e.g., software development is not expected) to allow DHS to store, share, and manage their research outputs, and also create a service that gives DHS programmatic access (i.e., an open-source application programming interface (API)) to individual data sets. The data repository will allow DHS users (and publishers acting on behalf of these users) to deposit data sets into the repository which, after the necessary processing and the expiration of any applicable embargoes, will be made publicly available. DHS Science and Technology (S&T) Directorate Office of Enterprise Services (OES) Knowledge Management Office (KMO) seeks services for its DHS S&T customers. Refer to the draft SOW for specific details.
