About this opportunity

The Millennium Challenge Corporation anticipates procuring audit services for Accountable Entities and foreign organizations without access to Independent Public Accountant firms, with a capability statement submission deadline of June 15, 2026, and a virtual industry day on June 17, 2026.

This is market research conducted through a Request for Information; MCC explicitly notes that no solicitation release is guaranteed. Audit engagements will be performed under a Blanket Purchase Order contract structure in accordance with U.S. Government Auditing Standards (GAGAS) and MCC's Accountable Entities Audit Policy & Guidelines. The contract includes a Base Period plus five Option Periods, with Option 5 covering 120 days for Compact closure.

Scope encompasses Fund Accountability Statement examinations, cost-sharing control reviews, internal control assessments, compliance testing against Cooperative Development Funding Agreements and MCC Program Procurement Guidelines, follow-up on prior audit findings, and closeout audits. Initial potential countries include Tonga, Guatemala, and Bolivia. Performance locations span these foreign jurisdictions with administrative oversight at MCC.

Key personnel must include a Partner with 15+ years' experience and current CPA/CA/ACCA credentials; an Audit Manager/Team Leader with 10+ years' experience; and two Senior Auditors each with 8+ years' financial audit experience and university degrees in finance, accounting, or auditing. All key personnel must demonstrate familiarity with U.S. Government Auditing Standards and excellent English language skills.

MCC seeks vendor input on firm availability, international capacity, pricing structures (fixed-price, labor-hour, or hybrid), minimum work volumes, international offices or partner relationships, and barriers to participation, particularly for small businesses. Registration for the industry day requires email submission to phillipsmc@mcc.gov by June 16, 2026, at 5:00 pm EST with attendee names, job titles, and email addresses. Participation is optional and not a prerequisite for future solicitation participation.
