About this file
This file is a Request for Information (RFI) presentation from the Millennium Challenge Corporation (MCC) Industry Day held on June 17, 2026, soliciting information from U.S.-based Independent Public Accountant (IPA) firms regarding audit services for Accountable Entities (AE) and foreign organizations. The MCC, an independent U.S. Government agency established in 2004, has invested over $17 billion in development programs across 49 countries and requires qualified audit firms to provide independent auditing services for MCC-funded grants, contracts, and implementing agreements. The RFI seeks information on firm availability, international capacity, pricing structures (fixed-price, labor-hour, or hybrid arrangements), minimum work volumes, and barriers to participation, particularly for small businesses. The agency also requests details on whether firms maintain international offices, affiliates, or partner relationships.
Audits will be conducted in accordance with U.S. Generally Accepted Government Auditing Standards (GAGAS) and MCC's Accountable Entities Audit Policy & Guidelines. The audit scope encompasses fund accountability statements, cost sharing reviews, internal controls, compliance testing, follow-up reviews, information system controls, and closeout audits. Each engagement will consist of a base period covering the first audit (potentially two to three years of MCC funding) plus up to five annual option periods, with potential final option period for closeout. Deliverables include audit planning documents due within 15 calendar days, draft audit reports due within 60 calendar days, and final reports due within 10 days of MCC approval. Initial potential countries include Tonga, Guatemala, and Bolivia. The MCC requires firms with U.S. GAGAS audit experience, passed peer reviews, federal grant audit expertise, international development program experience, multilingual audit teams, and the ability to address challenges including remote locations, language barriers, local registration requirements, security concerns, and tight reporting timelines.
