About this opportunity
The Department of the Navy Naval Facilities Engineering Command is seeking a contractor to replace indoor Olympic-size pool liners across multiple facilities. The project involves replacing pool liners in facilities with varying dimensions ranging from 165x65 feet to 66x28 feet, with pool depths between 3 and 12 feet. Key contract requirements include furnishing all labor, materials, and equipment to remove existing liners, potentially repair foundations, clean and seal new liners, apply pool markings, and conduct leak tests. Contractors must implement comprehensive safety measures, including fall protection systems, harnesses, fencing, and barricades, with a strict requirement that no drilling into pool decks or surfaces is permitted. The pre-solicitation notice was posted on March 24, 2025, with responses due by April 11, 2025, and is primarily focused on evaluating contractors' safety capabilities, pool renovation expertise, and previous project experience.
The solicitation does not indicate a specific set-aside for small businesses, though the attached Contractor Information Form suggests openness to various business type certifications including 8(a), HUBZone, Service-Disabled Veteran-Owned, and Woman-Owned businesses. The project is categorized under NAICS code 236220 for Commercial and Institutional Building Construction and PSC code Z2FB for Repair or Alteration of Recreational Buildings. While no specific award value is listed, the complexity of the project suggests a significant scope of work involving multiple pool facilities. The project will require detailed documentation of previous relevant work, with contractors expected to demonstrate experience in similar pool renovation projects. Potential contractors will need to provide comprehensive information about their safety protocols, project management capabilities, and previous successful pool liner replacement experiences.
