About this opportunity

The United States Coast Guard (USCG), operating under the Department of Homeland Security, has issued a Special Notice for a sole-source contract to replace fire alarm system devices at USCG Station Georgetown in South Carolina. The notice specifically indicates an intent to award a purchase order to Johnson Controls for replacing specific fire alarm system field devices without replacing the existing fire alarm panel system. This procurement will be executed using Federal Acquisition Regulation (FAR) 8.405-6(a)(1)(i)(B) procedures, which allow for a non-competitive acquisition when only one source is deemed available. The contract opportunity was posted on April 21, 2025, with a response deadline of April 25, 2025, and falls under the Security Systems Services NAICS category.

The primary objective of this Special Notice is to solicit potential alternative contractors who might be capable of performing the required fire alarm system device replacement work. Contractors interested in being considered must submit a capability statement via email to SKC Adam Hitchcox by the April 25, 2025 deadline. The project requires a licensed South Carolina contractor who can replace 21 photo sensors, 25 heat sensors, 46 sensor bases, various strobe and horn devices, and other monitoring system components within 14 calendar days. Eligible contractors must comply with the latest National Fire Protection Association (NFPA) codes, coordinate work staging with the Coast Guard, and be prepared to work Monday through Friday from 7:00am to 4:00pm at the U.S. Coast Guard Station located at 355 Marina Drive in Georgetown, SC. The government retains sole discretion in determining whether to compete the proposed contract based on received capability statements, and respondents will not be reimbursed for any costs associated with preparing their submissions.
