Offerors must be registered in the System for Award Management (SAM) database, demonstrate technical qualifications and financial responsibility, and submit required documents including SF-1442, pricing schedules, representations and certifications, and proof of SAM registration. The government intends to award the contract to the lowest-priced, technically acceptable, responsible offeror, potentially without conducting discussions. Questions were due by May 6, 2025, and the proposal submission deadline has been extended to June 30, 2025, at 12:00 p.m. Caracas time, with electronic submissions required in English with file sizes not exceeding 30MB.

The anticipated contract value ranges between $250,000 and $500,000, representing a substantial infrastructure improvement project for the diplomatic facility. The contractor must complete all work within 120 calendar days and is responsible for providing essential services including water, electricity, and portable toilets, as well as handling all customs duties and clearances for materials and equipment. The work will be performed at the U.S. Embassy compound in Caracas, Capital District, Venezuela, with the government having conducted a pre-proposal site visit on April 28, 2025, at the Complejo Deportivo La Guacamaya. The solicitation falls under NAICS code 238990 for All Other Specialty Trade Contractors and PSC code 5660 for Fencing, Fences, Gates and Components, reflecting the specialized nature of the security fencing installation work required.
