About this file
This document is a Standard Form 30 (SF-30) Amendment 0004 for Solicitation Number 19C02025R0006, a chain link fence replacement project for the U.S. Embassy in Caracas, Venezuela. The amendment includes several key modifications: posting questions and answers on SAM.gov, updating the Scope of Work with additional fencing installation specifications, amending the contract pricing schedule to add a new line item for reinforcing cables, and revising customs and shipment requirements.
The amendment clarifies critical project details, including that the contractor is responsible for providing essential services like water, electricity, and portable toilets, and must handle all customs duties and clearances. The project involves cleaning, removing, and installing approximately 700 linear meters of 10-foot chain link fencing, including galvanized barbed wire, with a requirement to use reinforcing cables for fence post stability. The work is to be completed within 120 calendar days, with a site visit originally scheduled for April 28, 2025, and proposals due by May 22, 2025, at 12:00 p.m. Bogota time.

19C02025R0006 – Chain Link Fence for U.S. Embassy Caracas
Questions and Answers
Q1: Does the fence have conventional galvanized pipe or galvanized ASTM Sch 40 pipe? What other type of pipe?
A1: Attachment #6 / DESCRIPTION/SPECIFICATION/ WORK STATEMENT / 2.1.3
Q2: What is the gauge of mesh to use, and is it laminated?
A2: Attachment #6 / DESCRIPTION/SPECIFICATION/ WORK STATEMENT / 2.1.2
Q3: Does the fence require pouring concrete?
A3: Attachment #6 / DESCRIPTION/SPECIFICATION/ WORK STATEMENT / 1.1.11/1.2.13/1.2.14/1.2.15
Q4:Will the fence have doors or gates?
A4: Don’t have doors or gates.
Q5: What is the height of the fence?
A5: Attachment #6 / DESCRIPTION/SPECIFICATION/ WORK STATEMENT / 2.1.2
Q6: Is there a diplomatic breakthrough on the horizon?
A6: This question is irrelevant to the solicitation requirements.
Q7: Since there is no presence at the compound at this point, when is a presence expected?
A7: This question is irrelevant to the solicitation requirements.
Q8: Can we request UK or diplomatic passports for the duration of the contract?
A8: No. Refer to Section H – Special Contract Requirements H.14.1 (c).
Q9: Will there be the ability to ship 20' containers to the site? I do not believe that much if any of the material will be available locally, and shipping from Colombia will be problematic.
A9: Refer to Section H – Special Contract Requirements H.14.1 (b).
Q10: Will a Venezuelan permit be required or can we use diplomatic soil exceptions?
A10: Refer to Part II – CONTRACT CLAUSES – 652.242-73 AUTHORIZATION AND
PERFORMANCE.
Q11: Is a Marine contingent going to be at site?
A11:No
Q12: Will you have the construction details of the fence showing the dimensions of the concrete curb, mesh height, spacing between uprights, and material specifications?
A12: Attachment #6 / DESCRIPTION/SPECIFICATION/ WORK STATEMENT / 2.1.2/2.13/ 1.1.11/1.2.13/1.2.14/1.2.15
Q13: What space is allocated for the executing company to install its provisional equipment, such as: office trailer, portable bathrooms, dining room, warehouse trailer, power plant, among others?
A13: Because the work will be carried out far away from the water and electricity points that are available in the Compound, these services must be supplied by the contractor. The Embassy can provide a storage outdoor space in the visitor parking lot. The vendor should provide portable toilets for its personnel use.
Q14: To make a competitive proposal among all companies, we consider that it is necessary for the Embassy to provide us all with a unique and detailed design of the type of materials, indicating measurements of the elements and infrastructure, how they require the construction of the fence, preferably in digital plans, since we observed in their request for proposal, that they did not attach details of that type, only a description, which, well, can cause confusion among the bidders, causing the offers to deviate from the object of the request due to its interpretation.
A14: Attachment #6 / DESCRIPTION/SPECIFICATION/ WORK STATEMENT
Q15: Our tender engineer did an investigation in the Venezuelan market, regarding the mesh or fabric requested for the execution of the fence, showing that here in Venezuela, there is only mesh 1.80 meters high, which is equal to 5.90 feet high, and in the specification described in your request it indicates that you require the fence to be executed 10 feet high, so we emphasize again, in receiving from you a detailed plan design, of how to reach that height, as this specification differs from the existing fence that is the reference.
A15: Attachment #6 / DESCRIPTION/SPECIFICATION/ WORK STATEMENT / 2.2.1/2.1.2/2.13
Q16: During the technical visit to the execution site, it was observed that the work in some sectors will be carried out up to 10 meters high, both the cleaning and the removal of the existing fence and the construction of the new fence. This results in the fact that for safety reasons, large lifting equipment must be used, and it is necessary to know if the machinery will have access throughout that entire route of the fence to be executed?
A16: All large lifting equipment must remain within the embassy perimeter, as prior approval from the Golf Range area (Club Guacamaya) is required to install any equipment on their side.
Q17: In the technical view at the execution site, it was observed that there are sections of the existing fence, which do not have bracing or curbing; the fence is simply suspended. Our question is, if indeed in places that are difficult to access due to pronounced depressions, this curbing would not be executed?
A17: This project focuses on restoring the existing fence to its original condition. Before any field work begins, a joint on-site inspection (Contractor and Facilities Section) will be conducted to document the measurements and precise location of relevant sections, identifying those sections of the original fence that lacked bracing and curbing and were suspended in areas difficult to access due to steep ground depressions.
This inspection will help accurately identify these sections and ensure that the restoration preserves the fence's original construction.
Q18: During the technical visit at the execution site, we were told that we would receive by email a series of formats necessary for the presentation of the proposal, such as the W14, NDDA, among others... in addition to a list of insurance companies in the US to be able to quote the DBA insurance, as of the date of sending this request we have not received any informative email.
A18:
W-14 https://www.irs.gov/forms-pubs/about-form-w-14 SAM Registration: https://sam.gov/help NDAA: The NDAA certication is included in Section K, K.6 DBA Insurance providers: https://www.dol.gov/agencies/owcp/dlhwc/lscarrier
Q19: The execution time of the proposal is 120 calendar days, according to your request, we want to state that taking into account that we must deliver an execution schedule adjusted to reality; According to what was stated, there are only 88 business days for execution, since work will not be done on Saturdays or Sundays, without taking into account the holidays that may take place during the execution time. In addition, it is worth reminding you that the execution will be in the rainy period of the country. Sundays.
A19: If the contractor experiences challenges completing the project within the specified timeframe due to weather conditions or other natural disasters, they must submit a written communication to the CO / COR.
This notification should detail any circumstances that may affect the execution dates and formally request a revised project completion date. Refer to Section F, F.6 on the Solicitation.
Q20: We would like to ask about the accuracy of the measurements included in the specifications. Due to the presence of very difficult-to-access areas, we believe there may be areas where the fence needs to be replaced that are not effectively quantified. In this regard, we would also like to ask how this will be done if the quantities to be executed are greater than those contracted.
A20: This project focuses on restoring the existing fence to its original condition. Before any field work begins, a joint on-site inspection (Contractor and Facilities Section) will be conducted to document the measurements and precise location of relevant sections. This inspection will help accurately identify these sections and ensure that the restoration preserves the fence's original construction.
Q21: I would like to ask about the lower brace beam of the fence. This is not included in the specifications, but there are areas where, due to the instability of the fence, sections of brace beam must be placed in reinforced concrete.
A21: This project is to replace the current chain link fence; there is no new design, modification and/or improvement proposed.
According with the Standard Practice for Installation of Chain-Link Fence (Ref.: ASTM F567) and Unified Facilities Criteria (UFC) for installing a chain link fence in areas with soil instability, it recommended the following:
Where soil conditions are unstable or rock is encountered, the drive post embedment must be altered to maintain stability. The depth should be in keeping with standard fence construction practices for the local area.
When solid rock or concrete is encountered, without an overburden of soil, set posts in the solid rock or concrete. The depth of the hole shall be three times the largest cross section of the posts. The diameter of the hole shall be 1⁄2 in. (13 mm) greater than the largest cross section of the post.
The use of mechanical devices such as reinforcing cables for the setting of fence posts is acceptable, provided the mechanical strength in the ground is equal or superior to the strength developed by the concrete footing as recommended Reinforcing cables must be terminated to concrete deadman anchors. Anchors are to be placed at intervals of 200 feet (61 m) on the secure/protected side of the perimeter fencing. Offset deadman anchors from fence at the minimum distance required to avoid interference with post and to allow maintenance access to the turnbuckles, clamps, and other accessories.
The anchoring system: deadman dimensions or other anchoring systems and burial depth, eye bolt embedment depth, etc. must be designed for local soil conditions and the anticipated impact force established by the threat parameters defined in UFC 4-022-02.
Typical reinforcing cables installation diagram:
Q22: We would also like to ask about weeding, since the document mentions weeding the fence, but during the visit, we observed a large number of areas where access would require weeding the surrounding areas to build a right-of-way, which would generate a large amount of plant debris.
A22: Weeding work is included in the SOW – Reference CLIN - 01
Q23: I would like to verify the required height for the fence. The document mentions 10 feet. This measurement is considered from the base of the fence to the top of the barbed wire, or just the fence. In that sense, I would like to clarify whether the fence, if it is to be barbed wire, would be finished with three or six strands of barbed wire.
A23: The SOW indicates a complete chain-like replacement as the same as currently installed.
Q24: Requirement 4 says Barbed Wire or Concertina Wire. Concertina wire is much more expensive than barbed wire. Which of the two do you want to install?
A24: We want to install the same wire that is currently installed at the chain link fence.
2) Attachment #6 – Scope of Work, 1.2 Installation of Chain Link Fencing Specifications is amended:
INCLUDE:
1.2.18- Where soil conditions are unstable or rock is encountered, the drive post embedment must be altered to maintain stability.
1.2.19- The use of mechanical devices such as reinforcing cables for the setting of fence posts is acceptable, provided the mechanical strength in the ground is equal or superior to the strength developed by the concrete footing.
1.2.20- Reinforcing cables must be terminated to concrete deadman anchors.
