About this opportunity
The National Cancer Institute issued a Notice of Intent to Sole Source on September 23, 2026, for replacement of two Harvard Apparatus AgilePulse IM electroporation systems with associated needle arrays, handles, installation and training services, and Silver Service Plans to support in vivo gene delivery research at the NIAID Vaccine Research Center. This procurement intends to bypass full-and-open competition under 41 U.S.C. § 3204(b)(2), citing sole-source justification that only one source is available; however, the Government will consider capability statements from other vendors to determine whether competitive procurement is warranted. The replacement systems will improve operational reliability, reduce downtime, and maintain consistency with established research protocols to ensure continuity of ongoing studies. Interested parties may submit capability statements via email to Veenu Varma at Veenu.varma@nih.gov by 12:00 pm Eastern Daylight Time on Wednesday, September 24, 2026, referencing "PCA-NIAID-04170." Late submissions will be handled in accordance with FAR 52.212-1(f). The Government reserves discretion to proceed with sole-source negotiation or convert to competitive procurement based on responses received.
