About this opportunity
The National Oceanic and Atmospheric Administration intends to award a firm fixed-price purchase order on a sole-source basis to Fondriest Environmental, Inc., for replacement components supporting the Chesapeake Bay Interpretive Buoy System (CBIBS), with capabilities statements due July 11, 2026. A small business set-aside is anticipated for this sole-source requirement under 41 U.S.C. 1901 and FAR 12.102(a).
Place of performance is the Chesapeake Bay, Maryland, with administrative oversight at the NOAA Chesapeake Bay Office in Annapolis. The CBIBS operates a network of ten NexSens CB-1250 buoys, and required components include cable adapters, solar panels, data buoy hulls with stainless steel frames and 8-inch pass-throughs rated for 1250 lb buoyancy, and an SVS-603HR inertial wave sensor for measuring wave height, period, and direction. NOAA justifies sole-source procurement on the basis that required supplies must maintain form, fit, and function compatibility with the existing CB-1250 platform, which NOAA adopted in 2017 and in which it has made significant custom investments; selection of alternative-manufacturer components would impose thousands of dollars in additional costs and man-hours while impacting system availability and data delivery.
Period of performance is thirty days from award. NAICS code 334511 applies. Sources must submit capabilities statements demonstrating technical capability and cost-sufficiency to meet the requirement; submissions containing only questions will not be considered. Award determination remains at NOAA's discretion.

PRESOLICITATION NOTICE
The National Oceanic and Atmospheric Administration (NOAA) intends to negotiate and award, on a sole source basis, under the authority of 41 U.S.C. 1901 and RFO FAR 12.102(a), a firm fixed price purchase order to Fondriest Enviornmental, Inc., for the purchase of multiple spare and replacement parts used to support the operations of the Chesapeake Bay Interpretive Buoy system (CBIBS). This contract is expected to have a period of performance of 30 days after the award date. Buoys deployed in the harsh environment of the Chesapeake Bay are prone to failure. The ability to prepare for repairs by maintaining a reasonable stock of high failure components will result in less system downtime, and a consistent data record for each buoy location. A small business set aside is anticipated to be used for this sole source requirement. The associated NAICS code is 334511.
This notice of intent is not a request for competitive proposals and no solicitation documents exist for the requirement. Sources interested in responding to this notice are required to submit a capabilities statement that includes technical data and cost information, sufficient detail, and convincing evidence that clearly demonstrates the capability to meet the requirement. All capabilities statements received by the due date of this notice will be considered by the Government.
A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement.
Capabilities statements are due no later than Saturday, July 11, 2026, by 1300 Eastern Time. Be advised that all correspondence sent via e-mail shall contain a subject line that reads “143013-26-0018 - CBIBS Replacement Components”. To ensure your response along with any and all attachments are received, attachment(s) must be less than 20 MB [in total]. It is the responsibility of the offeror to contact the government to confirm receipt prior to the offer due date and time. Capabilities statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to the following POCs:
Madison Vogeler at madison.vogeler@noaa.gov
Aakanksha Bhargava at aakanksha.bhargava@noaa.gov
