STATEMENT OF NEED AND SPECIFICATIONS FOR REPLACEMENT
COMPONENTS FOR THE CHESAPEAKE BAY INTERPRETIVE BUOY SYSTEM
REQUIREMENTS- 24-1341
REQUISITION #143013-24-0034
PURPOSE: This purchase is for the purchase of multiple spare and replacement parts used to support the operations of the Chesapeake Bay Interpretive Buoy system (CBIBS).
SCOPE OR MISSION: Purchases of electrical, physical science, mooring and miscellaneous components lower the required amount of field time and streamline the integration of components. Additional spare parts and upgrades will allow for a reduced mean time to repair buoys, increasing the uptime of the buoy system.
BACKGROUND: The NOAA Fisheries Service, Chesapeake Bay Office in Annapolis, MD operates and maintains the Chesapeake Bay Interpretive Buoy System (CBIBS) small buoys. The transition to a smaller buoy platform, manufactured by Fondriest Environmental, Inc. was completed in FY20. Buoys deployed in the harsh environment of the Chesapeake Bay are prone to failure. The ability to prepare for repairs by maintaining a reasonable stock of high failure components will result in less system downtime, and a consistent data record for each buoy location.
