About this opportunity

The Federal Emergency Management Agency (FEMA) is procuring replacement services for Uninterruptible Power Supply (UPS) batteries located on the 53rd floor of One World Trade Center in New York. The existing 120 VRLA-type batteries (Model 12HX505-FR) across three battery cabinets have exceeded their expected 5-7 year service life since their last replacement in 2017/2018, creating operational continuity risks during power interruptions. Contractors must provide comprehensive services including procurement, delivery, installation, system testing, and proper disposal of old batteries, with all work performed during standard business hours by personnel certified to handle high-voltage DC systems. The government will evaluate proposals using a best value approach across four factors in descending order of importance: Technical Approach, Quality Control Plan, Past Performance, and Price. Key dates include the proposal submission deadline of August 11, 2025, with site visits scheduled for July 31 and August 1, 2025, and questions due by August 6, 2025.

This solicitation is designated as a total small business set-aside under NAICS code 238210 (Electrical Contractors) with a $19 million size standard. The contract requires replacement of exactly 120 batteries across three specific UPS cabinets with model number 38BP120XWX1BNS and serial numbers M15JCN0011, M15JCN0009, and M15JCN0004, supporting a 125 kVA/120 kVA output system. The period of performance extends twelve months from the contract award date, with all work to be conducted at 285 Fulton Street (One World Trade Center), New York, NY 10007. Contractors must navigate specific building access requirements including potential loading dock coordination, insurance approvals, and visitor alert system registration, with detailed specifications provided for loading dock dimensions and freight elevator capacities. The batteries must be new (manufactured within six months) and OEM-approved, with the scope also including capacitor and fan replacements as needed.

Replace Uninterpretable Power Supply (UPS) Batteries located at WTC, floor 53. The UPS Battery cabinets currently supporting essential IT infrastructure in the building have not undergone battery replacement since 2017/2018-time frame. The batteries installed Model 12HX505-FR are VRLA-type units with a manufacturer-rated design life of approximately 5-7 years under optimal conditions. Given the elapsed time, these batteries have exceeded their expected service life and pose a growing risk of failure which could compromise operational continuity during a power interruption.
