About this opportunity

The National Park Service Southeast Region seeks replacement of roofing and siding on the Ocracoke Maintenance Building at Cape Hatteras National Seashore, with proposals due August 10, 2026. This is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside competitive action; bidders must hold this SAM.gov designation.

Place of performance is Ocracoke, North Carolina. The scope encompasses removal of approximately 4,000 square feet of existing siding and 5,796 square feet of roofing; installation of new aluminum corrugated metal panels rated for coastal and corrosive environments; replacement of two 3' x 7' personnel doors and two windows with impact-resistant construction; installation of insulation meeting North Carolina Energy Code requirements (R-19 for siding, R-30 for roof); installation of new gutters and louvered vents certified for Miami-Dade impact and high wind; removal of existing heating system components and ductwork; relocation of electrical utility connections; and structural inspection by a licensed engineer with corroded member repairs. The contractor must possess metal building system installation certifications from the manufacturer.

The contract is firm fixed price with estimated value between $250,000 and $500,000. Performance runs from September 15, 2026, through January 13, 2027 (120 calendar days after Notice to Proceed). Work must limit to 40 hours per week unless extended work receives 48-hour advance approval, and must accommodate visitor season (Memorial Day through Labor Day) and local ferry schedules. A 100 percent bid guarantee (performance and payment bonds on SF 25 and 25A) is required, and the site superintendent must be a prime contractor employee. Davis-Bacon prevailing wage rates apply to the specified North Carolina counties. Evaluation uses best value methodology weighing technical approach, past performance and experience, and cost reasonableness. Offerors must submit an SF-1442, technical proposal (maximum 20 pages), capabilities and experience documentation, subcontractor use and work history, three past performance questionnaires for similar projects completed in the past five years, and a detailed cost proposal. The NAICS code is 238160, Roofing Contractors; PSC is Z2EB, Repair or Alteration of Maintenance Buildings.
