About this file

This is a Questions and Answers document for federal contract solicitation 140P5426R0012 issued by Cape Hatteras National Seashore for roofing and siding replacement at the Ocracoke Maintenance Building.

The project scope encompasses full replacement of all exterior metal cladding components including the roof, walls, flashing, drip edges, soffits, fascia, corners, trim, and roof panels. Two windows (approximately 33" x 55" and 68" x 34") require replacement. The contractor must remove three ceiling-mounted heating units with approximately 75 feet of ductwork, approximately 100 feet of electrical conduit runs, and one ½-inch copper fuel line running 150 feet along the ceiling. All roof penetrations including 5 ridge vents and approximately 4 stove pipes must be removed and not reinstalled. The building features 5 roll-up doors with existing frames that require coating to match the new exterior color. New gutters with 8-inch interior width minimum and six downspouts (four on one side, two on the other) must be installed. The metal structure is in good condition with one ridged frame column identified for repair as a bid option. Wood siding will be removed and covered with metal cladding. A licensed structural engineer (not limited to North Carolina licensure) must conduct on-site visual inspection with tactile spot checking of rigid frame columns, roof purlins, and gable wall C-Channel framing from both interior and exterior perspectives, with two feet of metal cladding removed around the 14 main support beams. Sealed engineer uplift calculations are not required; the contractor must perform their own calculations based on existing framing. The 120-day performance period includes procurement, engineering, submittal approval, demolition, inspection, repairs, installation, and final cleanup, limited to 40 hours per week unless extended work is approved with 48-hour advance notice. The electrical utility is Tideland Electric. Metal building manufacturer certification must be submitted with the proposal. Option 1 for structural repairs will be awarded as all-or-nothing with additional repairs beyond ten locations requiring contract modifications. Field measurements are encouraged Monday through Friday between 8 a.m. and 3 p.m. with 48-hour advance notice.

CAPE HATTERAS NATIONAL SEASHORE

Replace Roofing and Siding at Ocracoke Maintenance Building

Solicitation 140P5426R0012

Questions and Answers

What parts of the exterior are within scope of this contract?

Sofit? Facia?

All components of the building's exterior, including but not limited to flashing, drip edges, soffits, fascia, corners and trim, siding, and roof panels, are included. This contract will result in full replacement of exterior metal cladding.

How many windows are being replaced and the exact size of each opening.

There are two windows that shall be replaced.

Measurements are approximate and should be field measured by contractor. 33” wide by 55” and the other is 68” wide and 34” tall.

How many electrical circuits and conduit runs are there, and how far the wiring has to be removed back to the panel.

The contractor shall remove all visble and accessable electrical wire ( exposed and not in a wall cavity) and conduit associated with the three ceiling mounted heating units. Runs are approximatley 100 feet each.

How many ceiling-mounted heating units there are and how much ductwork, hangers, brackets, and support framing go with them.

There are three ceiling mounted heating units the need to be removed with approximately 75 feet of duck work. See pictures of the units.

Most of the duct work

No duck work

No duct work

How many copper fuel lines there are, what size they are, and how they are routed.

One approximately ½ copper fuel line approximately 150 feet that runs along the ceiling to side wall of building.

Exiting building

How many roof and wall penetrations have to be removed, patched, abandoned, relocated, or reinstalled.

All roof penetrations are to be removed and not reinstalled. 5 ridge vents, approximately 4 stove pipes.

How much wood siding is involved and what condition the framing is in behind it.

The area of wood siding and should be removed and covered by metal cladding. This framing is in good condition.

The actual condition of the structural steel, purlins, columns, base connections, and other framing behind the existing roof and siding.

The metal structure is in good condition. The areas of concern are near ground contact. All 14 main support beams were visually inspected for deterioration. 13 of the 14 ridged frame columns appeared to have continuous metal to ground contact. One ridged frame column had significant deterioration as seen in the picture below and shall be repaired as bid option.

What will be required for electric meter removal, utility

48 hour notice to park before electrical outage – Must be performed by a licensed electrician shutdowns, fees, inspections, and scheduling.

Ferry access, delivery restrictions, staging space, housing, waste removal, and other site conditions that will affect labor and production.

The park will provide the following area to stage material. The contractor shall dispose of all waste and make their own logistical assessment of site conditions that will affect labor and production.

Housing is not provided.

How much temporary fencing, interior protection, gutter, downspout, and final site restoration will actually be required

Temporary fencing around the perimeter of the building will be required to secure contents inside of the building overnight. If the contents are not accessible overnight, security fencing is not required. Several sides of the building already have fencing and will not require additional fencing. Red line indicates areas that are not currently fenced.

Gutters interior width shall be 8-inch or greater.

Four down spouts on one side and two down spouts on the other side of the building where gutters are installed.

The area around the building is either un-landscaped or paved and should not need restoration

The structural engineer requirement is another concern that needs to be accounted for separately. The base bid requires us to expose the structural members, photograph the conditions, and provide a memo from a North Carolina licensed structural engineer stating whether repairs are required and identifying each repair location.

The documents do not tell us whether the engineer has to visit the site, how many members or connections must be inspected, whether testing or thickness measurements are required, whether the engineer must design and seal the repairs, or

The park has inspected the structural elements to the extent possible and determined that these components are in serviceable condition, with one exception. Deterioration was found at one of the 14 main beams and will be covered by bid option 1.

An engineer will be required to come on site and inspect the following structural elements and provide a letter or memo noting any structural element that should be repaired. The areas noted will be prioritized in order from most important to address to least.

Type of inspection: visual with tactile spot checking.

• From the interior of the building, as accessible without metal cladding removed:

rigid frame columns, roof purlins, gable wall C Channel framing.

whether follow-up inspections will be required.

• From the exterior with metal cladding removed at a minimum of 2 feet to either side of 14 main support beams: rigid frame columns, Z bar grits, gable wall C Channel framing.

• Roof purlins will be inspected as accessible from the interior and do not require inspection with metal cladding removed.

Testing and thickness measurements are not a requirement.

Designed and sealed drawings are not a requirement.

Concealed deterioration beyond bid option 1 will have to be addressed through contract modification or separate contract.

This also creates a possible schedule problem. The engineer cannot inspect the hidden steel until after the roof and siding are removed. If we have to stop work and wait on an inspection, report, Government review, and repair direction, we will have an open and occupied building sitting there while we carry the cost of temporary protection.

The contract says the facility’s daily operations cannot be interrupted and that temporary measures are at the contractor’s expense

Since the exterior of the roof is excluded from the engineer inspection, other than interior sections of exposed roof frame and purlins, temporary measures to protect the facility will be limited to wall areas for the purpose of the inspection.

Note: temporary protection of roof areas may be needed during replacement of metal cladding if areas are exposed overnight.

Option 1 only includes ten repairs of approximately one square foot each. There is nothing saying the engineer will only find ten locations or that every repair will fit within the repair details provided. We also

Option 1 will be awarded as all or nothing. If the engineer does not find ten areas to repair, then the park will re-enforce ridged beam ground contacts.

If option 1 is not awarded, and repairs are needed, the contractor will complete the installation of the need to know what happens if Option 1 is not awarded but the engineer determines structural repairs are required before the new panels can be installed.

new metal cladding, and a follow-on contract will make the repairs.

There may also be a separate engineering requirement for the new roof and siding system. The panels must be rated for coastal high-wind and hurricane-prone conditions, but there are no original drawings, purlin spacing, member sizes, connection details, fastening calculations, or confirmed roof slope. We need to determine whether the panel manufacturer or a structural engineer must provide sealed wind-uplift calculations and shop drawings based on the actual existing framing.

There is no requirement by the park for the contractor to provide sealed engineer up-lift calculations.

At a minimum the contractor will perform their own calculations based on member size and spacing to determine if cladding thickness and fasteners needed to meet this requirement.

Field measurements are encouraged and the site can be accessed Monday through Friday any time between 8 AM and 3PM with 48-hour advance notice.

The roof quantity does not appear to match the approximate building dimensions and overhangs. The SOW lists approximately 5,796 square feet of roofing, but the stated 40-foot by 100-foot building with three-foot overhangs does not appear to produce that much roof area on a low-slope roof. That needs to be field verified

Field measurements are encouraged and the site can be accessed Monday through Friday any time between 8 AM and 3PM with 48-hour advance notice.

The insulation scope is not clear.

It calls the system an insulated metal panel system, but then describes R-19 fiberglass wall insulation, an R-30 roof liner system, vapor-barrier facing, and rock wool in certain wall areas.

We need to know whether they

Single skin panels with field installed insulation and an interior liner system are acceptable.

Continuous fiberglass insulation on all walls and ceilings is acceptable. Please note the roof is a double panel construction and the contract is only for removing the exterior metal cladding which will limit access to the ceiling from above.

want factory insulated panels or single-skin panels with field-installed insulation and an interior liner system.

The panel profile, finish, color, trim details, closures, flashings, sealants, and details around the five existing roll-up doors are not provided.

The profile, finish, and color should be part of the contractor proposal. We will not make exact specifications that may limit what products can be used.

Pannel profile around door, the rusty C channel is to be painted same color as new exterior, the metal cladding trim is to be replaced.

Detail around roll up door:

The contractor or subcontractor must show previous work using the specific metal panel manufacturer proposed. That means we need to select the manufacturer and confirm that our installer meets the brand-specific qualification requirement before submitting.

Yes, contractors should have experience with not only metal building construction but experience with the product they intend to use.

The building was constructed in 1977, but there is no asbestos, lead-paint, or hazardous-

The park’s Engineer performed lead-based testing and the results were negative. After reviewing the project materials for removal, they confirmed that material survey included. We should not carry regulated abatement without testing or a written assumption that no hazardous materials are present.

no hazardous substances were used in construction.

The coating scope gives approximately 2,500 square feet but does not clearly identify the actual member quantities, required coating thickness, primer requirements, color, access limitations, or whether all five roll-up-door frames are included in full.

After the sections of metal are removed and the structural element of the building are exposed to the greatest extent possible, the following members will be coated to provide uniform appearance. One coat primer, two finish coats.

100% of roll-up door frames as accessible after metal cladding is removed, match exterior color, 100% of ridged frame columns, as accessible when after existing metal cladding is removed. Color red oxide.

100% if visible structural member as seen from the interior of the building including purlins. Color red oxide

Before painting begins, the contractor will submit plan for painting that demonstrates surface preparation, how paint will be applied, and precautions that will be utilized to minimize spillage and dripping of paint. The plan should also indicate where and when prep work and painting will be performed so the government can provide access based on the painting plan.

The 120-day performance period includes procurement, engineering, submittal approval, demolition, structural inspection, repairs, installation, punch-list work, payroll records, and final cleanup. The contract also limits work to 40 hours per week and does not allow weekend or holiday work without approval.

Extended work hours, weekend and holiday hours will be approved if scheduled at least 48 hours in advance.

The downspout requirement, 13

(e) ends with the words “Downspouts shall” and does not finish the sentence.

Downspouts shall be the same color and finish of the metal siding and will be sized to appropriately handle outflows of the associated gutter.

The schedule says we must coordinate with Dare County and CHEC, while the electrical scope refers to Tideland Electric or Tideland EMC.

The electrical utility is Tideland Electric.

Coordination with Dare County and Cape Hatteras Electric is not required.

The final inspection section requires testing and certification of a BFP, but there is no backflow preventer work anywhere else in the scope.

Remove section 6.0 Inspection from scope and amend as follows. Inspections will be carried out by on-site COR.

Inspection: areas of concern as noted by engineers before repairs.

Inspection: 10 areas of metal repair before reinstalling metal cladding

One section gives the COR technical-direction authority, while another section says the COR is not authorized to make

Technical directions will be given on-site by the COR in coordination with the contracting officer.

Formal requests for information RFI will be provided to the contracting officer in writing.

QUESTION – The SOW references a licensed structural engineer and, under Option 1, a “N.C.

structural engineer.” Please confirm whether the structural engineer must be licensed in North Carolina.

A licensed structural engineer licensed in any state may provide their professional opinion and is not limited to engineers licensed in the state of North Carolina.

QUESTION – Please confirm whether the metal building manufacturer certification/qualification must be submitted with the proposal, or whether it may be submitted after award with product/material submittals.

Yes, the metal building manufacturer certification/qualification must be submitted with the proposal

QUESTION – Please confirm whether the stated quantity of 10 repairs is for Option 1 pricing purposes only, with the actual repair quantity to be determined after post-demolition evaluation by the licensed structural engineer. If the actual quantity differs from the stated quantity, how will the variance be addressed?

The bid option will be exercised as all or nothing.

Additional repairs beyond the 10 repairs would need to be a contract modification. If the engineer’s memo requires repair but less than 10, the COR will identify areas for reinforcement.

One area for repair has already been identified.

All 14 main support beams were visually inspected for deterioration. 13 of the 14 ridged frame columns appeared to have continuous metal to ground contact. One ridged frame column had significant deterioration as seen in the picture below.
