About this opportunity

The Federal Bureau of Prisons Field Acquisition Office is conducting market research for a firm-fixed-price construction contract to replace approximately 1,400 linear feet of collapsed main sewer line and associated branch lines at Federal Correctional Institution (FCI) Seagoville in Seagoville, Texas. The scope of work includes replacement of sewer lines beneath the foundation of the J2 Housing Unit, J2 Showers, J1 Showers, Research and Development, Food Service, and Laundry facilities, as well as cleaning the existing Grease and Lint Trap and performing an in-depth site investigation of all sewer lines in Building 70. Interested contractors must complete and submit a Market Research Questionnaire to Patrick Ford at pford@bop.gov by February 5, 2026, and must also register as interested vendors on sam.gov. The questionnaire requests information regarding firm capability, business size, subcontracting plans, small business program eligibility, proposed timeline, estimated pricing range, bonding capacity, and post-award construction start date. All contractors working on site must undergo security clearance investigations, which may require up to 21 calendar days. The formal solicitation will be distributed exclusively through sam.gov at a later date.

This pre-solicitation notice has no set-aside designations and identifies no incumbent contractors. The estimated performance period for the project is 459 calendar days from contract award. The questionnaire requests estimated pricing information across a range from $100,000 to over $10,000,000, indicating significant uncertainty regarding the final contract value at this market research stage. The applicable NAICS code is 237110 (Water and Sewer Line and Related Structures Construction), with a small business size standard of $45,000,000. Contractors should note that the subsequent formal solicitation will be posted on sam.gov only, and all future acquisition information will be available through that platform exclusively.
