About this opportunity
The Federal Bureau of Prisons, Federal Correctional Institute Atlanta, seeks replacement of the antique swinging East Gate (inner gate) with all necessary equipment, labor, materials, and incidentals, with sealed bids due July 9, 2026 at 4:00 PM Eastern Time. This is a firm fixed-price single award to a responsible contractor.
Place of performance is 601 McDonough Boulevard SE, Atlanta, Georgia 30315. The contractor must verify all measurements, fabricate and install a wall-mounted service slider type gate system (18 feet high by 18 feet wide), and implement all manufacturers' recommendations. The contractor is responsible for connecting the new gate into the interlock system controlled from Tower 3 and the Control Center, and for removing and reinstalling any obstructions in the gate travel path, including wall-mounted cameras. All installers and technicians must be manufacturer-certified and qualified; written verification must be submitted to the Contracting Officer's Representative seven days before work begins. Contractor personnel must obtain security clearance and badging within 14 working days of the Notice to Proceed. Work hours are restricted to Thursday afternoons after 2:00 PM through the following Monday at 6:00 AM unless alternative scheduling is approved in writing by the COR with five working days' notice.
Period of performance is estimated 153 calendar days from issuance of the Notice to Proceed through testing and acceptance. The estimated project magnitude is $170,000 with a simplified acquisition threshold of $350,000. Performance bonds are required within ten calendar days of award. Update to add answers to additional two questions:
This soliciatation has been extended for one week.
Below are answers to submitted questions:
- Does this project require the contractor awarded to provide power and gate controls? If so, can you please provide details on the power source and where the gate will be controlled from? (Yes, the contractor will be responsible for connecting the new gate into the interlock system. This system is controlled from Tower 3 and from the Control Center. The secured electronics room in above the east gate inner currently.)
- Who is responsible for moving the wall mounted camera seen in Sketch #1 if it is in the new gate travel path? (Contractor will be responsible to remove and re-install anything that may become interference for the new gate system.)
- Planholders list/bidders list or mandatory prebid list – Not available
- Confirm that the bid date and time listed above are unchanged – (Bid Date/Time is correct, changes will be listed as an amendment to sam.gov) -
- Any addenda that have been released, please attach them to this response (No amendments. Any changes will be listed as an amendment to sam.gov) -
- Construction cost estimate or a construction cost range for the project.- (The estimated magnitude of the project is $170,000.00 and the SAT of $350,000.)
The Federal Bureau of Prisons (BOP), Federal Correctional Institute (FCI), Atlanta, (FCI Atlanta) located at 601 McDonough Blvd SE, Atlanta, GA, intends to make a single award to a responsible entity that will provide all necessary equipment, labor, materials, and incidentals to replace the antique swinging East Gate (inner gate). The contractor is responsible for verifying all measurements, fabricating the fencing/gate systems and installing the fencing and gate systems and all associated hardware and drive mechanisms. All manufacturers’ recommendations will be required to be implemented.
Period of performance is estimated 153 calendar days from the issuance of the Notice ot Proceed to testing and acceptance of the project. The time frame allotted will allow adequate time for security clearances to be obtained, materials to be ordered and delivered on site, the removal of the old equipment, the work to be completed, system testing to be completed, and demobilization from the work site.
