About this opportunity
The National Park Service Southeast Region seeks replacement of six historical wooden doors at three casemates at Santa Rosa Bastion, San Juan National Historic Site in Puerto Rico, with proposals due May 15, 2026. This is a Total Small Business set-aside competitive acquisition, requiring offerors to maintain small business designation in SAM or face removal from consideration.
Place of performance is San Juan, Puerto Rico. Work must commence within 10 calendar days of Notice to Proceed and complete within 365 calendar days (June 15, 2026, to June 14, 2027), with 60 days allocated for Title I submittals and 305 days for performance. The project magnitude is between $100,000 and $250,000. The procurement requires firm fixed-price contracting with 100 percent performance and payment bonds. A mandatory site visit occurs April 24, 2026, at 8:00 a.m. ET at El Morro Traffic Circle, San Juan, with Contracting Officer's Representative Ana Viego.
Doors must be fabricated from FSC-certified African Mahogany, kiln-dried to 10-12% moisture content, using mortise and tenon joinery, with a minimum of two coats of Benjamin Moore Arborcoat Exterior Waterproofer clear sealer or COR-approved equivalent and termite protection treatment using borate or approved alternative. Hardware shall be C9540 Aluminum Bronze alloy with lead-free matte black epoxy coating, replicating historic Spanish design. Masonry patching requires Restaura Natural Hydraulic Lime (CALIX NHL 3.5 white) cured for a minimum of one year. The site superintendent must be a prime contractor employee with no exceptions. Contractors must comply with Davis-Bacon prevailing wage requirements. Contractors bear responsibility for permits, licenses, insurance, protection of archaeological resources (with immediate reporting of discoveries), and compliance with Secretary of Interior Standards for Historic Preservation and Section 106 of the National Historic Preservation Act.
Proposals are evaluated on technical approach, past performance and experience (three relevant references completed within five years demonstrating similar magnitude and remote geographic location experience), and cost reasonableness, with non-cost factors weighted as significantly more important than cost. Questions closed April 27, 2026. Amendment 0001, effective May 2, 2026, posted a Questions and Answers attachment clarifying that government review period for submittals is 14 calendar days and government-furnished locking systems consist of padlocks. The NAICS code is 238350, Finish Carpentry Contractors; PSC is Z1QA, Maintenance Of Restoration Of Real Property.
