About this opportunity
The Department of the Air Force Air Education and Training Command is seeking a contractor to replace filter media in arsenic absorbent vessels at Luke Air Force Base in Arizona. The pre-solicitation notice indicates the government intends to issue a firm-fixed-price contract for replacing filter media in two potable water system vessels located in Buildings 1396 and 1397. The project requires removing existing filter media and sand, then installing 754 cubic feet of Granular Ferric Hydroxide (GFH) or equivalent filter media and silica sand following manufacturer specifications. The contract will be awarded based on past performance, technical acceptability, and price, with contractors required to meet specific acceptability standards that will be detailed in the forthcoming solicitation. The government plans to post the full solicitation within three days of this notice, with a response deadline of March 5, 2025.
The contract is specifically set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) contractors operating within the Water Supply and Irrigation Systems NAICS category. The work must be completed within 30 days of contract award, with contractors allowed to service only one filter at a time and required to perform startup and initial backwash procedures. Work hours are restricted to no earlier than 0700, and all activities must be approved by the water plant Non-Commissioned Officer in Charge (NCOIC). While no specific award value is mentioned, the project involves precise technical requirements including careful removal of existing media, installation of new filter media, and coordination with base personnel who will prepare an evaporation pond for backwash material. Any deviations from the Statement of Work will require written approval from the Contracting Officer and must be coordinated through specific base engineering units.
