About this opportunity

The Department of the Air Force Air Education and Training Command is soliciting proposals to replace a cooling tower condenser pump at Columbus Air Force Base in Mississippi. The contractor must provide all labor, materials, equipment, and transportation necessary to remove the existing non-functioning centrifugal pump and install a new pump matching the performance specifications of a Bell & Gossett Series HSC3, Model 8x10x17S with 1200 US gallons per minute flow rate and 80 feet of head capacity. The work includes site assessment, pump removal and installation, system testing and balancing, and comprehensive documentation including operations and maintenance manuals. A site visit was scheduled for July 9, 2025, and contractors must complete Controlled Unclassified Information (CUI) training and sign acknowledgment forms to access technical drawings and specifications. The original proposal deadline was extended from July 25, 2025, to August 15, 2025, at 12:00 PM CST, following Amendment 1 which also posted answers to contractor questions.

This procurement is designated as a Total Small Business set-aside under NAICS code 238220 for Plumbing, Heating, and Air-Conditioning Contractors. No current contractors or incumbents are specifically mentioned in the solicitation documents. While specific award values are not disclosed, the project involves a 30-day performance period from material completion, with the government noting an expected 27-week lead time for the new pump delivery and indicating that notice to proceed will not be issued until after pump delivery to the contractor. The work will be performed at Building 268 of Columbus Air Force Base in Columbus, Mississippi, and contractors must comply with Service Contract Act wage determinations and obtain necessary base entry authorizations. The government has indicated a preference for Bell and Gossett as the pump manufacturer and will retain salvage rights to the existing pump motor before new installation.
