1. We find no requirement for and expansion of the existing controls system in the RFP. Please confirm that the new pump system will be reconnected to the existing Yaskawa VFD. The Contractor will properly connect the new pump system to the existing Yaskawa VFD.
1. Please confirm the existing pump system's power source is via the adjacent Yaskawa VFD panel that we observed during the site visit. The existing pump system’s power source is via the adjacent Yaskawa VFD.
1. We find no requirements for Cybersecurity in the RFP. Please confirm the Contractor will not be required to provide any Cybersecurity (e.g., DIV 25) for this project. Properly connecting the new pump system to the existing VFD will be required.
1. Chapter 3-Design Requirements in the SOW states, "3.1.2. A Project Image Document submitted with this SOW will contain images of the non-functioning pump and section of pipe and connections to be replaced." We do not find this referenced Project Image Document in the RFP, please provide. The document has been provided to 14 CONS.
1. Please provide as-builts of the existing pump system. Relevant drawings have been provided to 14 CONS. The drawings are not guaranteed to accurately reflect the current state of the system.
1. The expected approximate lead time for the new pump is 27 weeks (after submittal approval). Please confirm the NTP will not be issued by the Government until after the pump is delivered to the Contractor and onsite. Once we receive the manufacture delay letter, a suspension of work would be issued.
1. We find no requirements for any 3rd party commissioning of the new pump system. Please confirm the requirements. No 3rd party commissioning of the new pump system shall be required, but hydrostatic testing and demonstration of a working system after completion of work will be required.
1. Chapter 3-Design Requirements paragraph 3.1.1 indicates Design Submittals are not required for this project. Paragraph 3.1.3 could be interpreted to mean that the Contractor will be required to provide some design deliverables (e.g., plans, specifications, etc.). Please clarify the Government's expectations regarding any design to be provided by the Contractor. The Government expects the pump system and interconnecting pipe replacement to be properly designed but does not expect any formal design drawings. The expected outcome of the contract is to be as close to a one-for-one replacement as possible because the cooling towers operate with two equally capable pump systems. Any operator manual, maintenance manuals and any warranty information for the newly installed system shall be provided to the government as part of the conclusion of the contract.
1. In executing this project, can one superintendent fulfill the supervision, safety, and QAQC roles? Yes
1. Are contractors required to issue a contract specific QA/QC Plan?
No
1. Are contractors required to issue a contract specific Safety Plan for this project?
No contract specific safety plan for this project is expected, but the contractor must follow all OSHA safety standards. The contractor will also likely require a waiver for operating a lifting vehicle near the flightline to perform the work as noted in the Statement of Work. This waiver will be coordinated through 14 CES with airfield operations personnel.
1. Is this project tax exempt? NO
1. It was noted in the site walk by the CAFB representative that there would be specific starting points for demolition and reinstallation of new interconnecting piping both upstream and downstream of the pump being replaced. Could you please provide a piping schematic indicating these points? Relevant drawings and a relevant project image document have been provided to 14 CONS. The drawings are not guaranteed to accurately reflect the current state of the system.
1. Can any of the existing piping components being dismantled be reused?
Use of new piping components is expected.
1. Are there any other ancillary components to this pump system that will need to be replaced other than interconnecting piping? That is pump driver, VFD or electrical power feed. Any ports or valves present on the existing interconnecting piping should be replicated on the new system and the Contractor is responsible for supplying power to the new pump system from the existing Yaskawa VFD.
1. It is expected that the existing power supply will be sufficient to power the new pump without requiring the rerunning of the existing conductors. Being that no drawings or schematics were furnished for this proposal and that specifications did not specifically state the pump be replaced in kind but could be replaced with a similar capacity pump, it is expected that the existing conductors are of sufficient capacity and length for the new installation of any approved pump. Is this correct? The Contractor is responsible for supplying power to the new pump system from the existing Yaskawa VFD. This is intended to be as close to a one-for-one replacement of the pump system and interconnecting piping as possible to provide a redundant pump system for the cooling towers and chilled water flow system. The new system is expected to have comparable performance and operational metrics to the existing operational pump.
1. In the event that power supply conductors require replacement, where is the source of the pump’s power supply? Can a site plan be provided that indicates the pump’s power source? The source of the pump’s power is the Yaskawa VFD.
1. Does CAFB have a preferred pump brand / manufacturer?

1. Can the site visit sign-in sheet be provided? Sign -in sheet is only an internal document and will not be posted.
1. Will hydrostatic testing be required on this system?
Yes, it is expected as is a demonstration of the complete working system at the conclusion of the contract.
1. We have contacted multiple vendors regarding the part required for this project, and after further discussions with subject matter experts, they have all confirmed that the pump itself is obsolete. The only way to replace this pump is to replace both the motor and the pump together as a skid. I understand that the current scope of work only specifies the pump. Could you please advise how you would like us to proceed so we can submit a comprehensive proposal for this job?
The requirement is detailed in the Statement of Work, Section 2.3.3.1:
“Install new condenser pump with motor to match existing pump performance requirements and provide pipe and connections between the suction-side strainer assembly flange aligned horizontally and the discharge side balancing valve flange aligned vertically.”
Replacement of both the pump and the motor is expected and the Government will salvage the existing motor as described in Section 2.6.1.
