About this opportunity
The Department of the Interior National Park Service Midwest Region seeks replacement of two boiler units and circulation pumps at Keweenaw National Historic Park in Calumet, Michigan, with quotes due August 24, 2026. This procurement is a 100% total small business set-aside; NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) carries a $19.0 million small business size standard.
Place of performance is the 29,086 square foot Calumet and Hecla General Office Building at 25970 Red Jacket Road, Calumet, Michigan 49913, which serves as park headquarters and winter operations base for Isle Royale National Park staff. The contractor must replace two non-condensing vertical steel fire tube boiler units (Triad Model GPS-395-SH-I, serial numbers 56929 and 56927) with two condensing boiler units of equivalent size and capacity (1/3 horsepower, 5-amp draw, single phase), replace both single-horse cast iron circulation pumps, and provide all labor, materials, equipment, tools, transportation, and supervision. The selected boiler brand and type must be commercially available and serviceable by trained technicians within a 50-mile radius of Calumet, Michigan. Work must be completed within 90 days after award under a single firm-fixed price contract. Service Contract Act prevailing wage rates apply; Michigan wage determinations establish rates ranging from approximately $13.70 to $55.39 per hour by classification, with $5.55 per hour fringe benefits.
Work is constrained to normal business hours (7:30 a.m. to 4:30 p.m., Monday through Friday), with mandatory weekly 15-minute safety toolbox meetings. The building is on the National Register, and historical preservation protocols apply. The contractor must provide one-year warranty on all installed equipment and photo documentation of existing conditions and completed work. Offerors must be registered in SAM as active small businesses with a Unique Entity Identifier at quote submission and throughout performance. Award will be made on best value considering price, technical capability, and prior experience. Questions are due August 17, 2026 at 12:00 PM ET.
