About this opportunity
The Department of Defense Education Activity (DoWEA) Mid-Atlantic District Field Site is seeking to procure repeater services for radio communication systems and related maintenance support across its Puerto Rico locations at Fort Buchanan and Ramey, Aguadilla. The requirement includes two antenna repeaters operating at 150.8000 MHz to facilitate VHF radio communications between the Community Services Organization (CSO) transportation dispatcher and 51 GSA-serviced school buses, along with repair and replacement parts for base station radios. Contractors must provide FCC licensing permits, maintain commercial frequency compliance, deliver technical support via email and telephone during bus operation hours (0500-1900 Monday-Saturday Puerto Rico Atlantic Time), and respond to emergencies within 5-15 minutes. Performance will be evaluated based on 100% compliance with airwaves access, radio frequency provision, simultaneous and individual access capabilities, and commercial frequency usage, with monitoring conducted through monthly customer complaint reviews and random inspections. Interested firms must submit responses to krista.chamberlain@dodea.edu by Monday, February 23, 2026 at 12:00 p.m., providing firm name, contact information, UEI number, CAGE code, small business status, relevant experience, commercial availability information, and recommendations for structuring requirements to facilitate small business competition.
This procurement is not currently designated as a set-aside; however, the government will pursue a small business set-aside only if at least two small business responses are received. The incumbent service provider has contracted repeater services through a local supplier with existing equipment purchased from ICOM America, Inc., represented by A & G Group Inc. in Puerto Rico. The contract will include a twelve-month base year with four optional twelve-month renewal periods, with repair and service rates capped at $3,500 per performance period and replacement parts not to exceed $3,500 per performance period. The anticipated NAICS code is 334220 (Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing) with a small business size standard of 1,250 employees. This Sources Sought Notice is issued solely for information and planning purposes and does not constitute a formal solicitation, commitment to contract, or request for quotes or proposals; any future formal solicitation will be posted on beta.SAM.gov.
