The Tennessee Air National Guard at McGhee Tyson Air National Guard (ANG) Base, Louisville, TN intends to issue an Invitation for Bid to award a single firm fixed-price contract for services, non-personal, to cut / relocate existing SOD to designated location.  Perform required earthwork to prepare subgrade for base stone. Adjust existing storm structures and install required underdrains in preparation for artificial turf installation. Construct concrete curbing on interior and exterior perimeter of existing track surface.  Install artificial turf and associated markings per the plans and specifications.  A single ABI to perform required earthwork and construct two sand volleyball courts and associated equipment per the plans and specifications.


The contract duration is 180 days after NTP. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 237990, with a size standard of $36,500,000.00. The magnitude is between $500,000 and $1,000,000.


Your attention is directed to FAR CLAUSE 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The tentative date for issuing the solicitation is on-or about 18 July 2017. The tentative date for the pre-bid conference is on-or about (time and location will be in solicitation). Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation.  A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted 5 days prior to date posted in the solicitation via email to:

The bid opening date is scheduled for on-or about (actual dates and times will be identified in the solicitation).  Interested offerors must be registered in SAM. The solicitation and associated information and the plans and specifications will be available only from the Federal Business Opportunities (FedBizOpps) website on- line at https://www.fbo.gov/. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. (Please note the registration for access to the secure site takes approximately 15 business days. PLAN ACCORDINGLY) Reference paragraph 4.7 of the Vendor Guide for instructions to obtain a MPIN to retrieve the specification and drawing documents.
