About this opportunity

The Department of the Army National Guard seeks repair of a small arms range bullet trap at Hancock Field Air National Guard Base in Syracuse, New York, with proposals due June 16, 2026. This procurement is a total small business set-aside under NAICS 236220 with an estimated magnitude between $250,000 and $500,000.

Place of performance is Mattydale, New York. The work scope requires restoring a Reclining GranTrap Model LE7500 bullet trap to meet or exceed manufacturer and Department of Defense standards within 120 calendar days from notice to proceed. Specific tasks include removing and replacing approximately 85 cubic yards of rubber granules (at least 75% of defective rubber at each of 25 firing positions), separating and recycling lead bullets, replacing rubber wrapping, boards, and steel plating on 15 columns, removing and replacing sacrificial wood on two overhead baffles (approximately 108 feet) and support beams (approximately 80 feet) using pressure-treated material, HEPA vacuuming approximately 12,000 square feet of range floor and walls up to 10 feet high, and characterizing and containerizing all project-derived wastes. Two bid options are available: Option 1 addresses hazardous waste determination with UN-DOT containerization and disposal coordination (requiring 100% granule replacement if exercised), and Option 2 includes installation of lead encapsulation product on approximately 12,000 square feet of concrete flooring.

All contractor personnel must be hazmat-trained with approved respiratory programs and medical monitoring. Security requirements include background checks, AT Level I awareness training completion within 10 calendar days, and photo identification. Work hours are Monday through Friday, 0700–1530 hours, excluding federal holidays. Bid guarantee and payment, performance, and bids bonds are required. Bids must remain valid for at least 90 days. Award will be based on lowest price. Funds are anticipated to become available by September 30, 2026. A mandatory site visit is scheduled for June 2, 2026 at 10:00 AM at Building B645, 6001 East Molloy Road, Syracuse, New York 13211; attendees must email Briana McCaffery and Richard Peirson by June 1, 2026 at noon. Davis-Bacon prevailing wage requirements apply.
