This pre-solicitation notice seeks proposals for a firm-fixed price design-build contract to repair runway edges and shoulders at Moron Air Base in Spain. The United States Air Force, under the United States Air Forces in Europe - Air Forces Africa, intends to issue solicitation FA5575-21-R-0001. Offerors must be authorized to carry out government works in Spain under Spanish law and meet Spanish legislative requirements. The period of performance is estimated at 455 calendar days, with proposals due by January 29, 2021. Evaluation will consider qualifications, technical approach, and price.

The opportunity is set aside locally for sources resident, licensed, and registered to conduct construction business in Spain. The estimated value is between $5,000,000 to $10,000,000 USD. Offerors must hold certain classification certificates covering flexible and rigid pavement construction. Spanish labor, material, and equipment must be used where feasible. The work includes repair of runway edges, shoulders, and lights along with electrical and spatial data deliverables.

The United States Air Force intends to issue solicitation FA5575-21-R-0001 to solicit proposals for a Firm-Fixed Price contract to Design and Construct the Repair of the Runway Edges and Shoulders at Morón AB, Spain. The magnitude of construction for this project is estimated to be between $5,000,000 and $10,000,000 U.S. Dollars. The period of performance for this project is estimated at 455 calendar days.

A solicitation package will be available on the Federal Business Opportunities website at www.beta.sam.gov on or after 29 January 2021.

In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. In addition, in accordance with the Agreement of Defense Cooperation between the U.S.A. and the Kingdom of Spain, Annex 6, Article 1 (5) " Spanish material, labor, and equipment shall be used whenever feasible and consistent with the requirements".

NOTE: THIS SOLICITATION IS INTENDED ONLY FOR LOCAL SOURCES IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION 5.202(a)(12). LOCAL SOURCES ARE THOSE SOURCES NORMALLY RESIDENT, LICENSED AND REGISTERED TO CONDUCT CONSTRUCTION BUSINESS IN SPAIN. OFFERS FROM NON-LOCAL SOURCES WILL NOT BE CONSIDERED UNDER THIS SOLICITATION.

The work includes, but is not limited to: 

The basic bid includes the design and build of:

a) The repair of the flexible pavements of both outside edges of Runway (RWY) 02/20 located between both 304.8-meter ends of   that runway.

The option bid no. 1 includes the design and build of

a) The repair of the flexible pavements of both east and west shoulders of RWY 02/20.

b) The replacement of the rigid pavements of both east and west shoulders of RWY 02/20 with flexible pavements.

The option bid no. 2 includes the design and build of:

a) The replacement of the elevated runway edge lights located within both 304.8-meter ends of RWY 02/20 with surface runway edge lights.

b) The replacement of the electrical conduits, wiring and transformers of the elevated runway edge lights located within both 304.8-meter ends of RWY 02/20 from the manholes located outside the shoulders to the runway edge lights.

General cleaning of the work site.

Delivery of As-Built drawings.

Delivery spatial data for the new sewer lines and manholes.

The certification requirements are as follows:

CERTIFICATION OF CLASSIFICATION: Bidders and/or their subcontractors must hold an updated Certificate of Classification issued by the "Registro Oficial de Licitadores y Empresas Clasificadas del Estado", covering the following groups, subgroups, and categories. The certificate holder must execute the activities related to the certificate.
