About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is seeking market research for repairing a Temperature Regulating Valve (NSN 4820-00-931-2314, Part Number 35D10) used in TH-1H helicopter operations. The current repair service is exclusively performed by Duke Aerospace Inc. under contract FA8524-21-D-0017, with technical data originally sold by Honeywell Grimes. The government is conducting this Request for Information (RFI) to identify potential alternative repair capabilities, with contractors required to furnish all materials, support equipment, tools, test equipment, and services necessary for valve repair. Potential contractors must demonstrate the ability to maintain and calibrate support equipment and ensure replacement parts meet or exceed original quality standards. The RFI responses are due by June 9, 2025, with respondents advised that participation does not guarantee future solicitation or contract awards.

No specific set-aside categories are designated for this opportunity, and the current incumbent contractor is Duke Aerospace Inc. The government anticipates a five-year contract with an estimated quantity of 7 Temperature Regulating Valves per year to support combat search and rescue operations. Unique challenges include the proprietary nature of the technical data, which is currently owned exclusively by Duke Aerospace Inc., making it difficult for other contractors to compete. The government will not reimburse participants for expenses related to market research survey participation. Potential contractors are expected to provide comprehensive information about their business details, repair capabilities, quality assurance processes, technical data generation capabilities, repair capacity, and commerciality information to be considered for future solicitations.
