About this file
This Request for Information (RFI) is a market research document issued by the Department of the Air Force Materiel Command Air Force Sustainment Center to identify potential sources for repairing a Temperature Regulating Valve (NSN 4820-00-931-2314, Part Number 35D10) used in the TH-1H helicopter. Currently repaired exclusively by Duke Aerospace Inc. under contract FA8524-21-D-0017, the government seeks to understand potential alternative repair capabilities due to the proprietary nature of the technical data, which was originally sold by Honeywell Grimes to Duke Aerospace.
The RFI requests detailed information from potential contractors, including business details, repair capabilities, quality assurance processes, technical data generation capabilities, repair capacity, and commerciality information. The government's repair services strategy involves a five-year contract with projected best estimated quantities of 7 Temperature Regulating Valves per year to support combat search and rescue operations. Respondents are advised that participation in this market research does not guarantee future solicitation or contract awards, and the government will not reimburse any expenses associated with survey participation.

PURPOSE/DESCRIPTION
The Government is conducting market research to identify potential sources that possess the repair data, expertise, capabilities, and experience to meet qualification requirements to repair the Temperature Regulating Valve. The National Stock Number (NSN) and Part Number (PN) are as follows:
This requirement is for repair services. Our repair services strategy is a five-year contract (basic plus four ordering periods) and will continue through FY31. The projected quantities will be Best Estimated Quantities (BEQ) of 7 Temperature Regulating Valves per year.
The Government’s needs for repair services are required in order to support current combat search and rescue operations. The TH-1H is a refurbished Bell UH-1H helicopter with an installed Huey II kit, which includes a more powerful engine, new dynamic components, a new nose and tail boom. The cockpit and mission equipment upgrades include a change from an analog to a digital cockpit and the addition of crashworthy seats. These modifications transformed a legacy aircraft into a state-of-the-art training platform compatible with future operational aircraft.
This item has special characteristics which, if not conforming to the original design of the part, could cause failure. Because of the complexity of this item and the lack of proprietary data, including test procedures, it would not be possible to establish an alternate source of repair for these items.
